Implementing 19 laws and resolutions of the 15th National Assembly

This morning, March 7, the National Assembly Standing Committee held a national online conference to implement laws and resolutions of the 6th Session and the 5th Extraordinary Session of the 15th National Assembly. Implementing 9 laws and 10 resolutions

Vice Chairman of the National Assembly Nguyen Khac Dinh said that at the 6th session and the 5th extraordinary session, the 15th National Assembly passed 9 laws and 10 resolutions, which stipulated very important contents on identification; forces participating in protecting security and order at the grassroots level; management and protection of national defense works and military zones; land; housing; real estate business; water resources; telecommunications; credit institutions; piloting a number of specific policies on investment in road construction; applying additional corporate income tax according to regulations against global tax base erosion; a number of specific mechanisms and policies to implement national target programs; socio-economic development plans; state budget estimates; medium-term public investment plans...

The laws and resolutions passed by the National Assembly have institutionalized the Party's policy on building and perfecting institutions, promptly removing difficulties, obstacles and barriers, creating the most favorable conditions for people and businesses, ensuring the legitimate rights and interests of people and businesses, strengthening administrative reforms, especially administrative procedures, ensuring publicity, transparency, non-discrimination and treatment between Vietnamese people at home and Vietnamese people abroad, between enterprises of all economic sectors, contributing to promoting socio-economic development and effective state management, which is clearly reflected in many provisions of the Land Law, Housing Law, Identity Law and other laws.

In addition, timely response to practical issues, ensuring the socialist-oriented market principle, supplementing regulations to internalize international treaties, ensuring compliance with international standards and practices in related activities, meeting the requirements of proactive and active international integration in accordance with the Party's policy. At the same time, the laws and resolutions recently passed by the National Assembly have been highly appreciated by public opinion, including many opinions from experts and businesses regarding the process, method of completing the draft, the time of consideration and voting for approval. The contents of the laws have initially received high consensus from society, especially for key contents and new regulations.

Urgently issue documents guiding implementation

National Assembly Chairman Vuong Dinh Hue requested the Government and Government agencies to promptly issue plans to implement laws and resolutions; allocate resources, prepare conditions to ensure, continue to issue and implement specific plans to soon put policies and regulations in laws and resolutions of the National Assembly into life, especially new and specific policies and regulations, policies and regulations that take effect earlier than the general effect of the law; promptly develop and issue, according to their authority, detailed regulations and implementation instructions for nearly 400 contents assigned in laws and resolutions of the National Assembly.

At the same time, focus on promoting administrative procedure reform, perfecting the State management apparatus, implementing decentralization and delegation of power in accordance with regulations; fully preparing conditions in terms of human resources and security conditions. Strengthening the organization of dissemination, propaganda, dissemination, and introduction of policies, contents of laws, resolutions and detailed regulations and implementation instructions so that agencies, organizations, individuals, people and businesses can correctly and fully understand the regulations.

For local authorities, promptly develop and issue documents within their authority or coordinate with relevant ministries and branches to develop documents detailing and guiding the implementation of laws and resolutions of the National Assembly. Proactively organize propaganda, dissemination and training on the contents of documents within assigned functional areas. Focus on directing, organizing and guiding implementation, and have drastic solutions to deploy regulations in laws and resolutions of the National Assembly.

In addition, direct, organize the dissemination, popularization and training of the contents of laws and resolutions to members and associates of their agencies and organizations and participate in disseminating and educating the people about the law in appropriate forms; mobilize and motivate people of all walks of life to implement the laws and resolutions. Elected agencies and the Fatherland Front at all levels proactively develop plans to promptly, early and remotely supervise the implementation of laws and resolutions of the National Assembly; regularly monitor, supervise and urge the implementation of propaganda, dissemination and legal education on the contents of each law and resolution promulgated by the National Assembly.
