Deploying two-level government: 6 working groups from the Ministry of Ethnic Minorities and Religions inspected 8 provinces

(Chinhphu.vn) - Implementing the two-level local government model associated with organizational reform and improving the effectiveness of state management of ethnic groups and religions is a key task in the country's comprehensive innovation process. The Ministry of Ethnic Minorities and Religions, in its role as a state management and advisory agency in a specific field, is clearly demonstrating a sense of responsibility, initiative and determination in implementing its tasks.

Practical approach to promptly resolve difficulties

Implementing Decision No. 605/QD-BDTTG dated August 28, 2025, the Ministry of Ethnic Minorities and Religions has urgently implemented a plan to establish inspection teams for ethnic and religious affairs in localities, in the context that many localities are entering the transition period to a 2-level local government model in the spirit of innovating the organizational apparatus of the Party and State.

Up to now, there have been 6 working groups led by the Ministry's leaders, conducting inspections in 8 provinces: Thai Nguyen, An Giang, Tay Ninh, Khanh Hoa, Dak Lak, Phu Tho, Bac Ninh and Lai Chau. These are localities with diverse terrain, population and socio -economic conditions, reflecting a comprehensive picture of the reality of ethnic and religious affairs when implementing the 2-level government model.

Through direct contact and work with local authorities, the working groups have promptly grasped the current situation of model implementation, thereby proposing many practical and highly feasible recommendations. However, many systemic difficulties have been pointed out, especially in remote communes.

Notably, the lack of synchronization in technical infrastructure: electricity, internet, and office buildings have not met the requirements of serving the people. Along with that, the capacity of the civil servant team is still limited, many people have not received specialized training in the fields of ethnicity and religion, while having to take on many other tasks. The lack of clear regulations on job positions, especially at the commune level, also makes the organization and assignment of tasks confusing.

The causes were identified as complex terrain, unsynchronized infrastructure investment, and training and development that have not kept up with new requirements. Solving these problems requires synchronous participation and close coordination between the Central and local levels, and between all levels and sectors in the coming time.

Two-level local government model, aiming for a modern, professional administration that effectively serves the people - especially ethnic minorities and people in disadvantaged areas

Solutions and implementation plans for the coming time

According to Report No. 2018/BC-BDTTG dated September 17, 2025 of the Ministry of Ethnic Minorities and Religions, the initial implementation of the 2-level local government model has recorded many positive results. The serious implementation of the Conclusions of the Politburo, the Secretariat, and the plans and directions of the Government and the Prime Minister clearly demonstrates the proactive spirit and responsibility of the Ministry in performing its assigned tasks.

One of the highlights is the effort to promote digital transformation in public service management and provision. The Ministry of Ethnic Minorities and Religions is completing the integration of the single sign-on (SSO) system and connecting the Ministry's online public service portal with the National Public Service Portal for 22/23 public services in the religious sector. Data synchronization, ensuring connectivity and convenience for people, especially in remote areas, is identified as a top priority. It is expected that the Ministry-level public service portal interface will be closed before February 2026, and the entire integration process is expected to be completed in September 2025.

In parallel with digital transformation, the Ministry of Ethnic Minorities and Religions has also promoted the work of perfecting the administrative apparatus and determining job positions. Based on Circular No. 02/2025/TT-BDTTG dated June 24, 2025, the Ministry has issued specific instructions on functions, tasks, and powers for local Departments of Ethnic Minorities and Religions; at the same time, approved the Project on job positions and civil servant structure of the Department of Propaganda of Ethnic Minorities and Religions, ensuring timely implementation.

In order to remove obstacles and improve the effectiveness of the two-level government model, the Ministry of Ethnic Minorities and Religions also proposed synchronous solutions with a clear roadmap. Specifically: Perfecting the connection of the public service system, ensuring integration, interconnection, and effective operation on the national digital platform; promoting training and fostering of officials, especially at the commune level - where many new tasks are directly performed; reviewing and proposing additional staffing appropriate to the increased workload after decentralization; increasing listening to feedback from the grassroots to promptly adjust policies to be closer to reality.

The Ministry also organized working groups to inspect, supervise and implement activities to visit and encourage local people to implement the new model. At the same time, strictly implement the Central's direction, ensure consistency in the political system and synchronization in performing tasks.

With comprehensive efforts in technology, organization and human resources, the Ministry of Ethnic Minorities and Religions is gradually contributing to perfecting the two-level local government model, moving towards a modern, professional administration that effectively serves the people - especially ethnic minorities and people in difficult areas.
