According to the program, the city aims to strictly manage the mobilization, management, and use of borrowed funds to offset budget deficits and repay principal debt of the state budget; strictly control the use of state treasury loans in accordance with the provisions of the State Budget Law, the Public Debt Management Law, and laws on state treasury management; and allocate sufficient resources to repay long-term loans as prescribed.
Simultaneously, the management and utilization of public assets continue to be strengthened, ensuring compliance with standards, norms, regulations, and task requirements. The program identifies restructuring public investment as one of the key contents; promoting the leading and spreading role of public investment, effectively mobilizing non-state investment resources, and creating new space and impetus to promote socio-economic development.
