The Dak Lak Provincial People's Committee has just sent an official dispatch to the Department of Construction; Department of Agriculture and Environment; Provincial Land Fund Development Center; Party Committee, People's Committees of 13 communes and wards requesting the implementation of compensation, support and resettlement work for the high-speed railway project on the North-South axis, the section passing through the province.
Accordingly, the Dak Lak Provincial People's Committee assigned the Chairmen of the People's Committees of the communes and wards: Xuan Loc, Xuan Canh, Xuan Tho, Tuy An Bac, Tuy An Dong, Tuy An Nam, O Loan, Hoa Xuan, Binh Kien, Tuy Hoa, Phu Yen , Dong Hoa to proactively report to the Standing Party Committee to direct the local affiliated units to prepare plans and projects to establish a Steering Committee for compensation, support and resettlement in the locality.
The Chairmen of the People's Committees of the above-mentioned communes and wards are responsible for directing their subordinate units to strengthen propaganda work, mobilize people to accompany, share, support, and create conditions for the Land Fund Development Center and related units to complete their assigned tasks; regularly inspect and resolutely handle cases of illegal construction, tree planting, etc. that cause costs for compensation and site clearance when implementing the Project.
The Dak Lak Provincial Land Fund Development Center is also required to proactively coordinate with departments, branches, units, and localities where the high-speed railway line on the North-South axis passes through, urgently inventory land, determine the total land area that needs compensation, support, and site clearance (residential land, agricultural land, forest land, land in industrial zones and clusters, etc.); determine the number of affected households, the number of households that must be resettled; the location and area of resettlement areas to serve the resettlement and site clearance needs for project implementation in each locality; the number and area of reburial areas.
Dak Lak Provincial People's Committee requests Dak Lak Provincial Land Fund Development Center to proactively develop compensation, support and resettlement plans. During the implementation process, if there are any difficulties or problems, report and propose to the Provincial People's Committee for consideration and direction.
“Assign the Department of Construction and the Department of Agriculture and Environment, according to their functions and tasks, to proactively coordinate with the Provincial Land Fund Development Center to review the planning, adjust the planning of the area surrounding the station, orient the development of the TOD model, integrate with the existing urban transport system... to ensure progress, requirements, and plans,” Mr. Truong Cong Thai, Vice Chairman of the Dak Lak Provincial People's Committee, directed.
It is known that the high-speed railway line on the North-South axis has a total length of about 1,541 km, with 23 passenger stations and 5 freight stations, passing through 15 provinces and cities (after administrative unit arrangement).
The total land use requirement of the project is approximately 10,827 hectares, including approximately 3,655 hectares of rice land, 2,567 hectares of forestry land and 4,605 hectares of other types of land. To implement the project, approximately 120,836 people will have to relocate and resettle. The project is subject to specific and special mechanisms and policies according to the provisions of law.
In Phu Yen province (now Dak Lak province), the high-speed railway line on the North-South axis has a total length of about 96 km, the land area used is about 807.5 ha; the total number of households affected by site clearance is expected to be about 4,143 households.
