Minister of Foreign Affairs Bui Thanh Son said so during the question and answer session on a group of issues in the field of diplomacy at the National Assembly Standing Committee on the afternoon of March 18.
Successfully organized many historic visits of Vietnam and its partners
Speaking at the question-and-answer session, Foreign Minister Bui Thanh Son said that since the 13th National Party Congress, the world situation has undergone many changes. Along with advantages, many new difficulties and challenges have also emerged, posing many new, heavy and complicated tasks for foreign affairs and the diplomatic sector.
Under the leadership and direction of the Party Central Committee, the Politburo , the Secretariat, headed by General Secretary Nguyen Phu Trong, the National Assembly, and the Government, the Foreign Affairs sector has strongly promoted the identity of Vietnamese bamboo diplomacy, synchronously and creatively implementing all four pillars of the functions and tasks of the Ministry of Foreign Affairs, including political diplomacy, economic diplomacy for development, cultural diplomacy, work with overseas Vietnamese, and citizen protection.
The synchronous, creative and effective implementation of the four pillars of diplomacy has brought about comprehensive and important results. The Foreign Affairs sector has supported and directly advised and coordinated with ministries and sectors to organize foreign affairs activities, especially high-level foreign affairs taking place across continents and at many multilateral forums and mechanisms.
Thereby, we have firmly consolidated the favorable foreign affairs situation for the cause of national construction and defense; successfully organized many historic visits of ours to our partners as well as those of foreign partners to Vietnam, at the same time, raised the level of relations with our partners, deepened our relations with our partners, and built increasingly high political trust, thereby promoting deep and comprehensive cooperation in many fields.
“Foreign affairs and diplomacy have played a pioneering role in mobilizing external resources to serve the country's socio-economic development,” the Minister affirmed.
Raising the issue at the question and answer session, delegate Ta Thi Yen (Dien Bien delegation) said that in recent years, Vietnam has always been voted as a favorite destination for tourists. We have unilaterally or signed visa exemption agreements with a number of countries to attract tourism, facilitating foreign investment in Vietnam. In addition, many Vietnamese people travel abroad, but currently only a few countries exempt visas for Vietnamese citizens and applying for visas for Vietnamese citizens is still difficult.
The delegate asked the Minister to inform about the role of the Ministry of Foreign Affairs in this issue and solutions to improve the situation to facilitate Vietnamese citizens when traveling abroad and facilitate foreigners entering Vietnam to match the country's position.
Responding to delegates, Minister of Foreign Affairs Bui Thanh Son said that countries around the world are very interested in promoting tourism and cooperating with Vietnam, considering Vietnam a safe and effective destination with many famous landscapes and landscapes.
“In the current trend of openness and deep integration, not only countries coming to Vietnam but also Vietnamese citizens have a great need to go abroad to travel and seek opportunities to develop production and business,” said the Minister.
Therefore, the Ministry of Foreign Affairs has implemented a number of measures to promote international exchanges. Firstly, it is to coordinate with ministries and branches to simplify immigration procedures for foreign citizens as well as our compatriots abroad to return to the country. Most recently, the National Assembly passed the Law amending and supplementing a number of articles of the Law on Exit and Entry of Vietnamese Citizens and the Law on Entry, Exit, Transit and Residence of Foreigners in Vietnam.
The Ministry of Foreign Affairs has also coordinated with ministries and branches to negotiate directly with countries on bilateral visa exemptions.
“Up to now, we have 28 countries whose citizens can travel to each other. This is the main direction that we will implement in the coming time so that our citizens going abroad are guaranteed the same as citizens of other countries entering Vietnam, thus our position will increase. In the coming time, implementing the Government's direction, the Ministry of Foreign Affairs will continue to negotiate and sign bilateral visa exemption agreements with other countries, both creating a position for Vietnamese citizens to go abroad and creating conditions for foreign citizens to enter Vietnam,” Minister Bui Thanh Son emphasized.
Ensuring infrastructure for the circulation of goods and people between Vietnam and other countries
Responding to the question of delegate Chu Thi Hong Thai (Lang Son delegation) about the implementation status, roadmap and solutions to promote cooperation agreements, attract investment so that border localities have conditions to develop socio-economy, improve and enhance people's lives, Minister Bui Thanh Son emphasized that the Ministry of Foreign Affairs determined that the completion of border demarcation with neighboring countries has achieved the most important result of protecting the border firmly and permanently. However, the more important thing is to exploit that peaceful and friendly border, turning it into cooperation for mutual development and mutual benefit.
Therefore, the Ministry of Foreign Affairs has quickly coordinated with ministries and localities to develop plans for all border gates. In the future, the Ministry will continue to coordinate with localities and partners to upgrade border gates to ensure infrastructure for the circulation of goods and people between Vietnam and other countries.
Delegate Tran Thi Thu Hang (Dak Nong delegation) was interested in the results of implementing the cultural diplomacy strategy, promoting the culture, image of the country and people of Vietnam to promote tourism, socio-economic development, and building the brand of Vietnam in general and of localities in particular.
Regarding this issue, Minister Bui Thanh Son affirmed that cultural diplomacy not only helps promote the image of the country, localities and Vietnamese people to the world and vice versa, through cultural exchange, it also absorbs the cultural quintessence of the world and international friends.
In that spirit, the Ministry of Foreign Affairs has proactively cooperated with international organizations, especially the United Nations Educational, Scientific and Cultural Organization (UNESCO).
“In UNESCO, there are 7 most important mechanisms, Vietnam is currently trusted by international friends to be elected to 5 positions, in which Vietnam has just been elected to the World Heritage Committee with an extremely high number of votes. This is also a joint cooperation mechanism for us to coordinate with international friends in enhancing cultural cooperation,” the Minister informed.
At the national level, cultural diplomacy activities also help create a very important and friendly impression with friends; the foreign affairs activities of our senior leaders in recent times have also been highlighted by cultural diplomacy activities. In addition, in recent times, localities across the country have paid attention to building brand images as well as promoting images in festivals, which have been highly appreciated by international friends./.
