For the National Grid System Dispatch Center (A0), the announcement of the Electricity Supply Plan for the peak months of the dry season in 2024 includes the monthly electricity production mobilization plan according to Option 2 in Official Letter No. 7726/EVN-KH+KTSX for power plant investors and related units so that these units can proactively develop appropriate contingency plans for electricity production.
Before March 10, 2024, review, update, and report to the Corporation for submission to the Ministry of Industry and Trade on the Plan to ensure electricity supply for the national power system, including the plan for preparing fuel for thermal power plants, especially in the North during the peak dry season months of 2024, with scenarios to control and respond to difficulties in electricity supply, and with contingency plans to ensure response to extreme situations, incidents, and overlapping difficulties.

At the same time, continue to coordinate with relevant units to implement power source solutions as directed by the Standing Committee of the Government in Notice No. 457/TB-VPCP dated November 6, 2023, and the directives of the Minister of Industry and Trade in the past; closely coordinate with hydropower reservoir management and operation units to regularly update and closely monitor the hydrological situation of hydropower reservoirs to develop optimal and efficient reservoir operation plans, comply with regulations and inter-reservoir and single-reservoir operating procedures, ensuring security and safety of electricity supply.
A0 reviews the 500-220-110kV power grid operation plan; checks and reviews the generator shedding settings, special shedding systems throughout the power system, and low-frequency load shedding relay systems (F81) to respond to serious incidents on the 500 kV North-South transmission grid during high transmission.
For the power generation sector of the Group, strengthen coordination and provide continuous information to the Vietnam Oil and Gas Group, the Vietnam Coal and Mineral Industry Group , and the Northeast Corporation on updated fuel requirements for electricity production throughout the system; strengthen inspection and reinforcement of equipment, rectify defects, ensure improved operational reliability, enhance the power generation capacity of generating units, and minimize unit failures.
Hydropower companies are proactively coordinating with localities to develop plans for water preparation for agricultural production, minimizing dependence on water releases from reservoirs; and maximizing water resource conservation as directed by the Standing Committee of the Government in Notice No. 457/TB-VPCP dated November 6, 2023.
For power corporations, prepare plans to ensure electricity supply during holidays, Tet (Lunar New Year), and major political and cultural events in 2024; promote widespread and effective electricity saving and raise awareness of efficient and economical electricity use; and simultaneously accelerate the implementation of electricity demand management and load adjustment programs. In addition, strengthen monitoring of load demand trends in the area; accurately forecast load demand for the coming month and during peak dry season months; and develop electricity supply scenarios, including scenarios for prolonged heatwaves and sudden spikes in load demand.
For the National Power Transmission Corporation, it is necessary to strengthen on-call duty, closely monitor and supervise the operation of the power transmission system; ensure the safe operation of the 500kV North-Central-South transmission system; focus all resources, develop detailed plans and strengthen inspection, supervision, and timely reporting to competent authorities to ensure the progress of the 500 kV circuit 3 Quang Trach - Pho Noi transmission line project; strengthen on-call duty, inspection, and review of the transmission grid to promptly detect and handle equipment abnormalities, minimizing the possibility of incidents or having to take equipment out of operation; review and ensure the normal operation of the protective relay and automatic systems of the transmission grid.
