
At the 6th session and the 5th extraordinary session, the 15th National Assembly passed 9 laws and 11 resolutions, stipulating very important contents. Of which, 1 resolution will take effect from November 28, 2023; 1 resolution will take effect from January 1, 2024; 5 laws will take effect from July 1, 2024.
The 9 laws passed by the National Assembly include: Law on Identity Cards; Law on Management and Protection of National Defense Works and Military Zones; Law on Forces Participating in Protecting Security and Order at the Grassroots Level; Land Law; Housing Law; Real Estate Business Law; Water Resources Law; Telecommunications Law; and Law on Credit Institutions.
New points of the law, key contents such as: Land Law No. 31/2024/QH15 amends and supplements regulations on land users to be consistent with the provisions of the Civil Code, Law on Belief and Religion, Law on Nationality, Law on Investment. There is no distinction between Vietnamese citizens residing in the country or abroad in accessing land. Key contents in the resolutions approved by the National Assembly decide on many important policies on the country's socio-economic development such as: State budget estimates and allocation of the central budget in 2024, implementation of comprehensive reform of salary policy; piloting a number of specific policies on investment in road construction; stipulating 8 groups of specific mechanisms and policies to accelerate the implementation of national target programs...
Concluding the conference, National Assembly Chairman Vuong Dinh Hue assessed that the quality of the draft laws and resolutions passed by the National Assembly had initially been effective, and had been recognized and highly appreciated by domestic and foreign organizations and individuals. The quality of documents guiding the implementation of the law had improved, and the backlog of documents had decreased compared to before.
In order for the implementation of the laws and resolutions of the National Assembly to be put into practice soon, the National Assembly Chairman suggested that immediately after this conference, the Central Committee of the Vietnam Fatherland Front, the Supreme People's Court, the Supreme People's Procuracy and relevant agencies proactively review, prepare and organize the implementation of relevant contents in the laws and resolutions of the National Assembly; participate in the development and contribution of opinions to the development and promulgation of documents detailing the laws and resolutions of the National Assembly. The National Assembly and its agencies should improve the quality of supervision to soon put the laws into practice in people's lives. Provincial and municipal authorities should promptly develop and promulgate documents within their authority or coordinate with relevant ministries and branches to develop documents detailing and guiding the implementation of the laws and resolutions of the National Assembly; proactively propagate, disseminate and train the contents of documents in assigned fields. Press agencies need to step up propaganda of new points and key contents in laws and resolutions passed by the National Assembly.
