Many outstanding results

The conference evaluated the results of administrative reform, digital transformation and implementation of Project 06 in Lao Cai province in 2024 and deployed key tasks in 2025.

In 2024, the Provincial People's Committee, the Steering Committee for Administrative Reform, Digital Transformation and Project 06 implementation in Lao Cai province have strengthened leadership, direction, and resolutely and effectively implemented the key tasks of the Project. Up to now, the tasks have been maintained, ensuring the set progress and quality.

During the implementation of Project 06, Lao Cai province has always received close attention and direction from the Central Project 06 Implementation Working Group and related ministries and branches, while promoting the strength of the entire political system in implementation, thereby achieving positive results. According to the index ranking table according to Decision 766/QD-TTg of Lao Cai province updated as of December 9, 2024, Lao Cai scored 85.59/100 points (ranked 8th out of 63 provinces and cities, up 5 places compared to 2023).

Regarding digital transformation, Lao Cai province has paid attention to leading, directing, and synchronously implementing three pillars: Digital government, digital economy , and digital society. Digital infrastructure and telecommunications infrastructure have made breakthrough developments. Digital transformation helps manage and direct operations in a timely and effective manner, ensuring information security; integrating, connecting, and improving online public service utilities, helping to reduce administrative procedure processing time for people and businesses. Digital human resources have improved, promoting the implementation of the digital transformation roadmap in government, businesses, and society, gradually developing digital society and digital economy, contributing to the economic growth of the province.

The conference announced the results of the Administrative Reform Index of departments, branches and sectors under the Provincial People's Committee. Accordingly, the Department of Home Affairs ranked 1st; the Department of Justice ranked 2nd; the Department of Science and Technology ranked 3rd; the Department of Natural Resources and Environment ranked last.

For the group of People's Committees of districts, towns and cities: Bao Yen district ranked 1st, Bat Xat district ranked 2nd, Sa Pa town ranked 3rd; Lao Cai city ranked last.

The conference announced the results of the 2024 Digital Transformation Index. For the group of agencies and units with administrative procedures, the Department of Information and Communications ranked 1st; the Department of Planning and Investment ranked 2nd; the Department of Industry and Trade ranked 3rd; and the last was the Department of Tourism.

Seriously implement tasks in the coming time

Speaking at the conference, comrade Trinh Xuan Truong, Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee emphasized: Promoting administrative reform, digital transformation and implementing Project 06 are among the key breakthrough tasks for leadership and direction in implementing political tasks in the locality.

The Head of the Steering Committee for administrative reform, digital transformation and implementation of Project 06 provinces directed sectors and localities to take people and businesses as the center and subject of administrative reform; developing science and technology, innovation and digital transformation is an objective requirement, a strategic choice, and a top priority for rapid and sustainable economic development.

Along with that, it is necessary to enhance the role and responsibility, set an example, be a pioneer in awareness, innovate thinking and methods of the leader in directly leading, directing and organizing the implementation of tasks. Deploy work content with the motto "clear people, clear work, clear time, clear results, clear responsibilities".

Based on the results of the Administrative Reform Index, Digital Transformation Index and People's Satisfaction Index in 2024, departments, branches and localities will organize to thoroughly grasp, learn from experience, have solutions to improve and complete goals and tasks suitable to the actual conditions of each industry, field and locality; identify key points and focuses. Leaders also need to change their management methods, avoid "bureaucracy", eliminate the "ask - give" mechanism; must have a vision that is both comprehensive and detailed, with the spirit of serving the people above all, removing difficulties for people and businesses to achieve higher results in the coming time.
