On July 29, in Quang Ninh, Minister of Education and Training Nguyen Kim Son and Deputy Minister of Education and Training Pham Ngoc Thuong chaired the 2025 Conference of Department of Education and Training Directors.
Reporting at the conference, Director of the Department of Planning and Finance Tran Thanh Dam said that the country has 618,284 public preschool and general education classrooms; of which, 554,142 are solid classrooms, reaching a solidification rate of 89.6%.
Regarding primary school classrooms, there are basically enough to ensure 2 sessions/day. However, there is still a shortage of classrooms in areas with high population density, mountainous areas, remote areas, and areas with special difficulties. According to local reports, at the preschool level, there is a shortage of about 27,953 classrooms, and at the primary level, there is a shortage of about 7,491 classrooms to meet the ratio of 1 class/room, meeting the requirement of 2 sessions/day, not to mention the number of classes and classrooms to ensure the number of students/class according to regulations. In areas with especially difficult economic conditions, there are still 6,477 borrowed classrooms, mainly concentrated at the preschool and primary levels.
Mr. Tran The Cuong, Director of the Hanoi Department of Education and Training, said that in the 2024-2025 school year, Hanoi has built 43 new schools, initially meeting the shortage of schools in the area. Referring to the Law on Teachers, Mr. Cuong proposed that there should be specific guidelines and regulations on pedagogical practice as a basis for recruiting teachers in localities.
Director of the Ho Chi Minh City Department of Education and Training Nguyen Van Hieu said that the city currently has a population of more than 2.6 million students and has been divided into 16 professional clusters according to wards and communes to ensure effective guidance and professional exchange. After the merger, school construction continues to be focused on, with the goal of 300 classrooms/10,000 population of age, contributing to reducing class sizes. Ho Chi Minh City is also a pioneer in applying GIS maps in enrollment, arranging primary school students according to the distance from home to school, to reduce traffic pressure.
Minister of Education and Training Nguyen Kim Son emphasized that education and training has never received as much attention as it does now. The education sector is being assigned many tasks, has great expectations, and is entrusted with great responsibility. The country is facing a breakthrough, so it is impossible not to develop education and training. Minister Nguyen Kim Son emphasized: "Our challenge is not only to cope with difficulties and poverty, but also to cope with the challenges of development. Our mission is very great, not being able to develop is a big mistake".
Referring to changes in leadership personnel of the Department of Education and Training when reorganizing the apparatus and operating the two-level local government, according to the Minister, at this time, it is necessary to do a good job of "managing change". If this is not done well, it will greatly affect the work being carried out by the education sector.
The Minister also noted that next September, the education sector will celebrate the 80th anniversary of the establishment of the Ministry of National Education (now the Ministry of Education and Training). The opening of the new school year also marks the beginning of a new era for education.
