Deploying African swine fever vaccine nationwide

On July 24, the Ministry of Agriculture and Rural Development (MARD) issued Official Dispatch No. 4870/BNN-TY to the People's Committees of provinces and centrally-run cities regarding the use of vaccines to prevent African swine fever (ASF).

According to the Ministry of Agriculture and Rural Development , from November 2019 to present, with the support, technical cooperation, science and technology transfer, especially the transfer of virus strains to produce DTLCP vaccine from scientists of the US Department of Agriculture, businesses and veterinary agencies of Vietnam have successfully organized research, production, and careful and thorough evaluation of DTLCP vaccine in Vietnam.

Since May 2022, there have been 2 types of ASF vaccines (NAVET-ASFVAC researched and produced by NAVETCO Central Veterinary Medicine Joint Stock Company and AVAC ASF LIVE researched and produced by AVAC Vietnam Joint Stock Company) registered and granted a Circulation Certificate in accordance with the provisions of the Law on Veterinary Medicine, documents guiding the implementation of the Law and international technical standards for veterinary vaccines.

These are the first commercial ASF vaccines licensed for circulation, especially in the context that after more than 100 years, there has been no licensed commercial vaccine for ASF prevention in the world . Therefore, the Ministry of Agriculture and Rural Development has directed the Department of Animal Health and specialized veterinary management agencies of provinces, cities and enterprises to organize quality monitoring and supervise the use of 600,000 doses of vaccine in practical livestock farming conditions in Vietnam.

As of July 2023, a total of more than 650,000 doses of ASF vaccine have been 100% quality controlled; safely used according to the manufacturer's instructions in more than 40 provinces and cities nationwide. The vaccinated pigs are all healthy and growing normally, the rate of pigs vaccinated with ASF vaccine has a high immune response, reaching an average of over 95%. At the same time, at the request of a number of countries, Vietnam has supported, sent experts and coordinated the organization of vaccination of the above ASF vaccines, specifically: NAVET-ASFVAC vaccine of NAVETCO Central Veterinary Pharmaceutical Joint Stock Company has been used in the Dominican Republic with good results.

The Ministry of Agriculture of the Dominican Republic has sent a letter of thanks, highly appreciating the support of the Ministry of Agriculture and Rural Development of Vietnam, professional units and Vietnamese enterprises, and hopes to continue receiving support, moving towards selling vaccines for use of DTLCP vaccines in the Dominican Republic.

In addition, AVAC ASF LIVE vaccine of AVAC Vietnam Joint Stock Company has been used to vaccinate pig herds and carefully evaluated in the Philippines. The competent authority of the Philippines has announced the results of the vaccine safety assessment, 100% of pigs vaccinated with AVAC ASF LIVE ASF vaccine have immune response to produce antibodies. Currently, the competent authorities of the Philippines are urging Philippine enterprises to promptly complete the procedures for registering to import ASF vaccine from Vietnam.

To proactively prevent and control ASF and use ASF vaccines safely and effectively, the Ministry of Agriculture and Rural Development requests the Chairmen of the People's Committees of provinces and centrally-run cities to direct local departments, branches and authorities at all levels to continue to resolutely and synchronously implement ASF prevention and control measures in accordance with the direction in documents of the Party and State, regulations of the Law on Veterinary Medicine, documents guiding the implementation of the Law on Veterinary Medicine and consider and decide on the use of ASF vaccines.

Specifically, the Chairman of the People's Committee of the provinces and centrally-run cities, based on the epidemic situation, directs specialized agencies to advise on the use of ASF vaccine to prevent and control epidemics in the locality; organizes sample collection for monitoring and evaluation after ASF vaccination. Note that during the implementation of ASF vaccination, local pig herds may have been infected with ASF virus in the field and other pathogens, but have not yet shown clinical symptoms, so when the pig herd is vaccinated with ASF vaccine, it is very likely that there will be reactions, illness, death and the outbreak must be handled and the diseased pigs must be destroyed according to regulations.

Direct specialized agencies to closely coordinate with local authorities, NAVETCO Central Veterinary Medicine Joint Stock Company and AVAC Vietnam Joint Stock Company in implementing the use of DTLCP vaccines in accordance with the manufacturer's instructions. Report the results of using DTLCP vaccines (if any), as well as promptly send written documents fully and accurately reflecting difficulties and problems to the Ministry of Agriculture and Rural Development (through the Department of Animal Health) for coordination and handling.

The Ministry of Agriculture and Rural Development requested the Central Veterinary Medicine Joint Stock Company NAVETCO and AVAC Vietnam Joint Stock Company to develop a plan to produce and supply DTLCP vaccines according to domestic and export needs, ensuring quality, safety and effectiveness in accordance with regulations. At the same time, they are responsible for testing the quality of all DTLCP vaccine batches produced before putting them into business and use.

Along with that, continue to coordinate to send vaccine samples to the Central Veterinary Drug Testing Center I under the Department of Animal Health to check the quality of at least 10 consecutive vaccine batches produced. Guide localities on technical criteria, selecting pigs that meet the conditions for DTLCP vaccination.

Proactively continue to monitor vaccine quality and take responsibility for vaccine quality when supplying to the market; have a response plan and be ready to overcome unexpected risks when using DTLCP vaccine. Continue to closely coordinate with international partners and relevant units to organize research and evaluate the quality and effectiveness of DTLCP vaccine on different pig groups and different ages, stability and prolong the shelf life of the vaccine.

For the Department of Animal Health, direct, guide, and provide technical support to localities and businesses in quality control and use of ASF vaccines. Coordinate with international experts, especially US experts, to continue supporting businesses in organizing research and production of ASF vaccines for other pig species (sows, boars) of different ages; organize research and evaluation of the use of ASF vaccines in the field./.
