Implementing the Regulations on the use of the Party flag

The Provincial Party Committee's Propaganda Department issued Document No. 1801-CV/BTGTU dated June 26 to the Party Committees, Party Executive Committees, Party Delegations, Party Committees directly under the Provincial Party Committee, the Provincial Youth Union Standing Committee, District and City Party Committees, Department of Information and Communications, Department of Culture, Sports and Tourism, Kon Tum Newspaper, Provincial Radio and Television Station on the dissemination and implementation of the Regulations on the flag of the Communist Party of Vietnam and the use of the Party flag.

Previously, the Standing Committee of the Provincial Party Committee issued a directive "on the implementation of Instruction No. 105-HD/BTGTW dated May 29, 2023 of the Central Propaganda Department to implement Regulation No. 99-QD/TW dated February 27, 2023 of the Central Party Secretariat on the flag of the Communist Party of Vietnam and the use of the Party flag".

To raise awareness in the political system and the whole society about the purpose, meaning, specifications, principles, and methods of using the flag of the Communist Party of Vietnam; at the same time, promote the role and responsibility of Party committees and authorities in leading and directing the implementation to ensure unity, synchronization, and no errors in the use of the Party flag, the image of the Party flag, and the "Hammer and Sickle" symbol, the Provincial Party Committee's Propaganda Department requests that leaders of agencies, units, and localities closely follow Instruction No. 105-HD/BTGTW to implement it in accordance with regulations.

In which, some contents are focused: Conducting a review of the Party flag and the "Hammer - Sickle" symbol hanging in front of the office, decorating in the hall, meeting room, and reception room of the agency; promptly correcting and replacing the Party flag and the "Hammer - Sickle" symbol that are not up to standard, damaged, hung upside down, faded, or in an unceremonious position; documents, publications, logos, certificates of merit, and certificates of merit with the image of the Party flag or the "Hammer - Sickle" symbol need to be carefully considered before printing and publishing.

Implement well the placement of the Party flag together with the national flag on the desks of cadres and leaders, including members of the Provincial Party Committee; leaders of departments, agencies, unions and equivalent; members of the District Party Committee; heads of departments, agencies and equivalent units at the district level; cadres and civil servants holding the position of standing member of the Party Committee; chairmen of the People's Council, People's Committee, and Vietnam Fatherland Front at the commune level; cadres who are commanders of units at the Regiment level and equivalent or higher of units under the People's Armed Forces.

District Party Committees, City Party Committees, and Party Committees directly under the Provincial Party Committee direct grassroots Party organizations to disseminate and thoroughly understand to cadres and Party members Regulation No. 99-QD/TW, dated February 27, 2023 of the Central Party Secretariat on the flag of the Communist Party of Vietnam and the use of the Party flag according to Instruction No. 105-HD/BTGTW.

Direct the review and plan to install Party flagpoles and national flags at historical and cultural revolutionary sites, martyrs' cemeteries, and martyrs' memorials. Review LED screens, billboards, and visual propaganda posters that are being hung on roads and central areas with improper Party flags and "Hammer and Sickle" symbols to promptly replace and correct them according to regulations.

Direct the Front at all levels to include the content of hanging the Party flag and the national flag in households in the conventions of blocks and residential areas, considering this as one of the criteria for evaluating and reviewing cultural families annually.

The Department of Culture, Sports and Tourism; the Department of Information and Communications regularly monitor and direct the use of the Party flag and the National flag in visual propaganda, festival activities, newspapers, electronic information pages, and information and communication publications using the Party flag, the "Hammer - Sickle" symbol, and the National flag must comply with the correct regulations. Strengthen the guidance and inspection of printing and advertising establishments, bookstores, and tailors in the province, promptly remind, recall, and handle units and individuals who violate the law and Regulation No. 99-QD/TW of the Central Party Secretariat and Instruction No. 105-HD/BTGTW of the Central Propaganda Department.

The Vietnam Fatherland Front Committee and provincial socio-political organizations direct the fronts and district-level organizations to actively propagate and mobilize people to use the Party flag and the national flag in accordance with regulations; promote the role, responsibility, and exemplary pioneering spirit of cadres, party members, union members, and association members in hanging the Party flag and the national flag in households, contributing to building a civilized lifestyle and cultural beauty. Coordinate with local authorities to mobilize people to build "Party flag and national flag routes" to hang on the occasion of important holidays and political events of the country and the locality.

Kon Tum Newspaper and the Provincial Radio and Television Station strictly control the editing process, preventing the misuse of the Party flag and the "Hammer and Sickle" symbol in press products. Strengthen propaganda of the meaning of the Party flag and the national flag.
