On November 24th, in Hanoi , the Central Committee's Department of External Relations organized a conference to disseminate and guide the implementation of the Secretariat's Overall Plan No. 01-DA/TW on Strengthening and Enhancing the Effectiveness of the Party's Foreign Relations until 2025 (Plan 01) and the Secretariat's Directive No. 12-CT/TW on Strengthening the Party's Leadership and Enhancing the Effectiveness of People-to-People Diplomacy in the New Situation (Directive 12).
Le Hoai Trung, Secretary of the Central Committee of the Party and Head of the Central Committee's Foreign Affairs Department, chaired the conference.
The conference was held in a hybrid format, combining in-person and online participation, at 63 locations across the country, including provincial and city Party committees. It was attended by representatives from central ministries and agencies, provincial and city Party committees, the Vietnam Fatherland Front , and various mass organizations and people's organizations at the central level.
Project 01 and Directive 12 are the two latest guiding documents from the Central Party Secretariat directly related to the implementation of the Party's foreign policy and people-to-people diplomacy pillars. They are of great importance in guiding the foreign policy and international integration activities of Party committees and governments at all levels.
The conference focused on thoroughly understanding the major goals, viewpoints, tasks, and solutions set forth in Project 01 and Directive 12.
At the conference, representatives from various ministries, departments, and localities shared valuable experiences from the practical implementation of Party diplomacy and people-to-people diplomacy; they also presented many substantive recommendations and proposals to further improve the quality and effectiveness of the implementation of Project 01 and Directive 12 in the future.

Congratulating and commending the Party's foreign affairs and people-to-people diplomacy for their achievements over the past year, Head of the Central Committee's Foreign Affairs Department Le Hoai Trung emphasized that Party diplomacy and people-to-people diplomacy are two of the three pillars, together with state diplomacy, creating the combined strength of the foreign affairs front and building a comprehensive and modern diplomacy.
Mr. Le Hoai Trung highly appreciated the important contributions of Party diplomacy and people-to-people diplomacy to the great achievements in the comprehensive renovation of the country; actively and proactively participating in the process of expanding and deepening the country's foreign relations; making important contributions to maintaining and promoting a peaceful and stable environment, firmly protecting independence, sovereignty, unity, and territorial integrity; and leveraging external resources for national development.
In the context of the complex and evolving global and regional situation in the coming period, the Head of the Central Committee's Foreign Affairs Department emphasized the need to ensure the Party's direct and comprehensive leadership in foreign affairs; to attach great importance to assessing the situation; to develop specific action plans and programs; to pay attention to the placement, training, and development of personnel involved in advising and implementing Party and people-to-people foreign affairs; and to strengthen guidance, supervision, inspection, and coordination efforts to contribute to the effective implementation of Project 01 and Directive 12.
