Submitting to the National Assembly for adjustment of land use planning for the period 2021-2030, with a vision to 2050.

The government has just issued Resolution 149/NQ-CP dated September 23, 2024, on requesting approval for the adjustment of land use planning for the period 2021-2030, with a vision to 2050.

In the aforementioned Resolution, the Government unanimously approved submitting to the National Assembly for decision the policy of adjusting the national land use planning for the period 2021-2030, with a vision to 2050, as proposed by the Ministry of Natural Resources and Environment .

The Government has assigned the Minister of Natural Resources and Environment, acting under the authorization of the Prime Minister, to sign the Government's submission to the Standing Committee of the National Assembly regarding the proposal to supplement the decision on the policy of adjusting the national land use planning for the period 2021-2030, with a vision to 2050, to be submitted to the National Assembly for decision at the 8th session of the 15th National Assembly (October 2024).

On November 13, 2021, the National Assembly issued Resolution No. 39/2021/QH15 on the national land use planning for the period 2021-2030, with a vision to 2050, and the national five-year land use plan 2021-2025.

Based on the above Resolution, the Prime Minister issued Decision No. 326/QD-TTg dated March 9, 2022, allocating national land use targets for the period 2021-2030, with a vision to 2050, and the national land use plan for the five years 2021-2025.

However, some provinces and centrally-governed cities have submitted proposals to adjust land use planning targets up to 2030 and land use plan targets up to 2025, focusing on land use targets for industrial zones, transportation, sports facilities, energy infrastructure, high-tech zones, rice cultivation, three types of forests, national defense, and security. Simultaneously, Article 15 of Resolution No. 81/2023/QH15 dated January 9, 2023, of the National Assembly on the national master plan for the period 2021-2030, with a vision to 2050, requires that plans within the national planning system that have been decided or approved by competent authorities in accordance with the Planning Law must be reviewed and adjusted accordingly, ensuring consistency with the national master plan.

In order to ensure land availability for attracting investment and socio-economic development to meet the requirements of industrialization and modernization of the country, develop a synchronous infrastructure system, and maximize land resources, on May 2, 2023, the Prime Minister issued Official Dispatch No. 360/CĐ-TTg requesting the Chairmen of the People's Committees of provinces and centrally-administered cities to urgently direct relevant agencies to base their actions on the National Master Plan for the period 2021-2030, with a vision to 2050 (Resolution No. 81/2023/QH15 dated January 9, 2023 of the National Assembly), the National Land Use Plan for the period 2021-2030, with a vision to 2050 (Resolution No. 39/2021/QH15 dated November 13, 2021 of the National Assembly), and the requirements of socio-economic development. Local authorities shall synthesize and incorporate land use indicators into provincial planning, submit them for appraisal and approval in accordance with the law; review and adjust annual land use plans and schemes at the district level to serve as a basis for land allocation, land leasing, and permission for land use conversion to meet socio-economic development needs...

Based on the consolidated reports on land use needs from localities, the Ministry of Natural Resources and Environment, in coordination with relevant ministries and agencies, will compile and advise the Government to submit to the National Assembly for consideration and adjustment the National Land Use Planning for the period 2021-2030, with a vision to 2050.
