The Politburo and the Secretariat of the Central Committee have just issued Conclusion 127 on February 28th regarding the implementation of research and proposals for further restructuring of the political system's organizational apparatus.
Accordingly, the Politburo and the Secretariat requested research into the direction of merging some provincial-level units, eliminating district-level organizations, and merging some commune-level units; implementing a two-tiered local model (party organization, government, and mass organizations) to ensure efficiency, effectiveness, and efficiency.

To implement this, the Politburo and the Secretariat of the Central Committee requested that the Party Committee of the Government take the lead, in coordination with the Central Organization Committee, the Party Committee of the National Assembly , the Party Committee of the Vietnam Fatherland Front, central mass organizations, and relevant agencies, to direct the research and development of a proposal and submission to the Politburo on the merger of some provincial-level administrative units, the elimination of district-level organizations, and the continued merger of commune-level administrative units.
Specifically, at the provincial level, in addition to population size and area, it is necessary to carefully study the national master plan, regional plan, local plan, socio -economic development strategy, sectoral development, expansion of development space, leveraging comparative advantages, meeting the development requirements of each locality and the requirements and development orientations of the new period... as a scientific basis for arrangement.
At the commune level, it is necessary to clearly define the models of local government at the commune level for urban, rural, mountainous, plain, and island areas, taking into account population size, area, history, culture, socio-economic issues, national defense, security, ethnicity, religion, etc. This includes establishing the functions, tasks, powers, organizational structure, and staffing levels of the local government at the commune level.
At the same time, clarify the working relationship between different levels of local government (between the provincial and commune levels); the working relationship along the vertical axis from the central government to the commune level; and clearly identify the conditions ensuring the effective operation of commune-level governments before, during, and after the restructuring.
Regarding the timeline, the Politburo and the Secretariat requested the Party Committee of the Government to report to the Politburo for approval before seeking opinions from Party committees and organizations at all levels, no later than March 9th. After incorporating the opinions of the Politburo, the Secretariat, and relevant agencies, the draft plan and submission should be finalized and presented to the Central Committee of the Party (through the Central Organization Department) before April 7th.
Abolish courts, prosecutor's offices, and party organizations at the district level.
Along with the merger of provinces and the abolition of district levels, the Politburo and the Secretariat also assigned the Party Committee of the Vietnam Fatherland Front and central mass organizations to preside over and coordinate with relevant agencies to conduct a comprehensive review of the functions, tasks, and organizational structure of subordinate agencies and organizations, especially media agencies, in order to ensure unified management and effective operation in a streamlined manner, maintaining only truly necessary units.
At the same time, reorganize political and social organizations and mass associations assigned tasks by the Party and State to be directly under the Central Committee of the Vietnam Fatherland Front (in line with the current Party organizational structure).
The Politburo and the Secretariat require that this proposal be reported to the Politburo for approval no later than March 9th. Afterward, incorporating the opinions of the Politburo, the Secretariat, and other agencies, the proposal and submission document will be finalized and presented to the Central Committee of the Party (through the Central Organization Department) before April 7th.
The Politburo and the Secretariat also assigned the Central Organization Department to lead and coordinate with relevant agencies to research and develop a plan on the party organization system at the local level (at the provincial and commune levels). This plan should focus on researching a model of a synchronized party organization system that corresponds to the government organization; and promoting the upgrading and delegation of authority to grassroots party organizations. This plan must be reported to the Politburo for approval according to the general schedule no later than March 12th.
The Politburo assigned the Central Organization Department to compile proposals and reports on the restructuring and streamlining of the organizational apparatus of local governments at all levels from agencies and units, and related contents; to prepare a comprehensive report; to report to the Politburo before April 7th; and to incorporate feedback, finalize, and submit it to the Central Party Committee before April 9th.
The Party Committees of the Supreme People's Court and the Supreme People's Procuracy are tasked with leading the research and development of proposals and submissions to the Politburo regarding the system of courts and procuracies at the local level, with the orientation of not organizing district-level bodies. They must report to the Politburo for approval before seeking opinions from Party committees and organizations at all levels, no later than March 9th.

After incorporating feedback from the Politburo, the Secretariat, and relevant agencies, the project and submission document will be finalized and presented to the Central Committee of the Party (via the Central Organization Department) before April 7th.
The Politburo and the Secretariat also assigned the Central Military Commission to preside over and coordinate with relevant agencies to direct research and develop a plan for further reorganizing the military, including the organization of district-level military agencies; and to proactively propose a timeframe for reporting to the Politburo according to the progress of this conclusion.

The Politburo and the Secretariat have instructed relevant agencies, during the preparation of these projects, to proactively review and propose amendments and additions to the Party Charter, regulations on the implementation of the Party Charter, regulations on Party inspection, supervision and discipline, regulations on Party congresses at all levels, regulations on the conclusion of activities of district-level Party committees, and other Party regulations and guidelines related to Party building and the local Party organizational system. These proposals should be reported to the Politburo according to the general schedule and submitted to the Central Committee before April 9th (to align with the progress of finalizing the Central Committee submission).
The National Assembly Party Committee is tasked with leading and coordinating with the Government Party Committee to direct relevant agencies to study the amendment and supplementation of several articles of the Constitution, focusing on issues related to the organizational structure of the political system. A report will be submitted to the Politburo in early March 2025 for presentation to the Central Committee of the Party (through the Central Organization Department) before April 7, 2025. The deadline for completing the amendment and supplementation of several articles of the Constitution is June 30 at the latest.
At the same time, the Party Committee of the Government and the Party Committee of the National Assembly are studying and proposing amendments and additions to the Law on Organization of Local Government, the Law on Cadres and Civil Servants, the Law on Inspection, the Law on Planning, the Law on Election of National Assembly Deputies and People's Council Deputies, the Law on Promulgation of Legal Normative Documents, the Law on Organization of the People's Courts, the Law on Organization of the People's Procuracies, and other related laws.
In addition, there are documents and decrees on mechanisms and policies for officials, civil servants, and employees affected by the reorganization of local administrative units and the handling of state assets after the reorganization of the local organizational structure.
This matter must be reported to the Politburo according to the general schedule, and the amendments and additions to the law must be completed no later than June 30th.
The Politburo and the Secretariat of the Central Committee have assigned the Party Committee of the Vietnam Fatherland Front and central mass organizations to preside over and coordinate with relevant agencies to study and revise regulations and guidelines related to the restructuring and streamlining of Vietnam Fatherland Front agencies, political and social organizations, and mass associations assigned tasks by the Party and the State (at the central, provincial, and commune levels). They are to report to the Politburo and the Secretariat for consideration within their authority and complete the task no later than June 30th.
The Politburo and the Secretariat also requested a temporary suspension of party congresses at the commune and district levels. Following the 11th Plenum of the Central Committee of the Party, the Politburo will issue specific directives and guidelines.
