Important "support" for agriculture

Natural disasters and epidemics in recent years have posed great challenges to the agricultural sector of Quang Ninh. In that context, timely decisions from the central government and the province have helped people to quickly restore production.

Agricultural damage in the province due to storm No. 3 (September 2024) is still having significant impacts. After the storm, material damage was estimated at VND 13,889 billion, accounting for 49.6% of the total damage in the province, with 3,108 aquaculture facilities damaged; 150 fishing boats sunk; 7,622 hectares of rice and crops damaged and flooded; 395,331 livestock and poultry died and were swept away; 128,873 hectares of planted forests were broken. According to estimates from the Department of Agriculture and Environment, in the period 2010-2024, natural disasters and plant pests occurring in the province caused damage to agricultural production, estimated at VND 34,840 billion. Thousands of households were left "empty-handed", unable to reinvest in production.

From 2017 to present, the work of supporting agricultural production to restore production in areas damaged by natural disasters and plant pests in the province has been carried out according to Decree No. 02/2017/ND-CP (dated January 9, 2017) of the Government on mechanisms and policies to support agricultural production to restore production in areas damaged by natural disasters and diseases, which was specified by the Provincial People's Committee in Decision No. 1568/QD-UBND (dated May 18, 2017). The above support policies contribute to reducing difficulties for those affected, stabilizing their lives, restoring agricultural production, and improving the effectiveness and efficiency of state management in the prevention and control of natural disasters and diseases in the agricultural sector in the province.

However, the current support policies established since 2017 under Decision 1568/QD-UBND are no longer suitable for current price levels and production reality. The support level is low, the target groups are not complete, and many specific farming models are not included in the support list, making it impossible for people to access the policy. In addition, small and medium enterprises, which play an important role in the development of modern agriculture, are not included in the supported group.

To overcome the above shortcomings and limitations, the Government issued Decree No. 09/2025/ND-CP (dated January 10, 2025) on policies to support agricultural production to restore production in areas damaged by natural disasters and plant pests, replacing Decree No. 02/2017/ND-CP of the Government. In order to support and overcome the consequences of natural disasters and plant pests on agricultural production, help reduce difficulties for affected subjects, contribute to stabilizing life, restoring production and improving the effectiveness and efficiency of state management in the prevention and control of natural disasters and plant pests, the issuance of a Resolution detailing Decree No. 09/2025/ND-CP (dated January 10, 2025) of the Government on policies to support agricultural production to restore production in areas damaged by natural disasters and plant pests in Quang Ninh province is very necessary.

Based on that reality, the Provincial People's Committee has developed and submitted to the Provincial People's Council for consideration and promulgation a new resolution, specifying the level of support for agricultural production to restore areas damaged by natural disasters and pests. The draft resolution inherits, updates and expands many new contents compared to the old policy. In particular, considering supporting crops from 3-30 million VND/ha depending on the growth stage and damage rate; production forests and nurseries are supported up to 60 million VND/ha; the hanging oyster farming model is increased to 1.5 times the support level compared to the framework prescribed in Decree 09/2025/ND-CP of the Government... Small and medium enterprises are also supported at the same level as households, opening up opportunities for production recovery for many establishments that are heavily affected.

The total budget for implementing the policy is expected to be about 110 billion VND/year, mobilized from the central budget, local budget, natural disaster prevention fund and other legal sources. The policy development has been carefully carried out, with extensive consultation with departments, branches, localities, farmers' associations and direct producers. Mr. Ha Duc Du, village 8, Van Don special zone shared: Aquaculture farmers suffered heavy losses after the storm, and are looking forward to support, especially from the province's resolutions. The support policy is very close to the actual needs of farmers, especially when natural disasters occur at any time, and the damage is increasingly unpredictable. If supported promptly, it will help people have the conditions to quickly restore production.

In addition to ensuring people's livelihoods, the resolution, once passed, will contribute to stabilizing production, limiting long-term socio-economic consequences, and encouraging the development of high-value agricultural models that apply modern techniques. This policy is also consistent with the orientation of private economic development, high-tech agriculture, and the advanced new rural development program that Quang Ninh province is implementing.
