At the meeting, the directors of the two national universities stated that this is an opportunity to restructure, reorganize, and streamline the apparatus, creating momentum for even stronger development in the future, determined to build them into two leading centers for training and nurturing talent, developing high-quality human resources and science and technology in the country.

Accordingly, the two national universities are proactively reviewing, reorganizing, and streamlining their affiliated units to address existing shortcomings and limitations, focusing on their development goals and mission objectives.

"We will close down inefficient units and departments; merge and supplement the functions and tasks of departments and units with overlapping or conflicting functions," said Vu Hai Quan, Director of the Vietnam National University Ho Chi Minh City.

The directors of the two national universities also proposed specific plans and recommendations regarding the restructuring and streamlining of the organization and apparatus; the plan for establishing Party committees for the two national universities; mechanisms and policies to strengthen specialized state management, while continuing to prioritize high autonomy and key investments for the two national universities…

Speaking at the meeting, Professor Dr. Dao Trong Thi, former Chairman of the National Assembly's Committee on Culture, Education , Youth, and Children, and former Director of Hanoi National University, suggested that the plan to reorganize the two national universities should inherit the advantages of the national university model over the past 30 years, especially in terms of focused investment in infrastructure, coupled with a high degree of autonomy.

Experts also believe that the restructuring of the two national universities must be based on scientific arguments, groundbreaking thinking, innovation, and international experience, as well as the current context, situation, and trends in education, training, and scientific research. This will ensure continuity, unity, and synchronization from general education to higher education and postgraduate education, from vocational training to university education, and the issue of higher education linked to research and training of high-quality human resources…

According to Deputy Prime Minister Tran Hong Ha, the plan to consolidate, reorganize, and reform the organizational structure of the two national universities needs to clarify the functions and responsibilities of the relevant ministries in managing the two national universities regarding human resources; assets and facilities; finance; educational and training activities; scientific and technological research, etc., in accordance with the law.

The Deputy Prime Minister requested the Ministry of Education and Training and the two national universities to urgently establish a working group with the participation of relevant ministries and agencies to finalize a summary report on the organizational structure of the two national universities, and a plan for reforming and streamlining the apparatus to meet the requirements and tasks set in the new situation, closely adhering to the content of Resolution 18/NQ-TW, Resolution 19/NQ-TW, the Party's consistent guidance on the mission of the two national universities, and relevant laws.

In this process, the two national universities need to systematically evaluate their formation and development; clearly identify their strengths, weaknesses, shortcomings, limitations, and solutions to overcome them, in order to develop a plan for restructuring and streamlining their organizational apparatus, ensuring democracy, scientific rigor, continuity, and the reputation and position of the two national universities, as well as their responsibility for the future development of the country in the fields of education and scientific and technological research.

The Deputy Prime Minister noted that the two national universities need to be more autonomous, separating state resources invested in research, teaching, innovation, and key national science and technology development activities, including cutting-edge fields (materials, green transformation, artificial intelligence, nuclear power, semiconductors, etc.). At the same time, autonomy should be promoted for research, development, and technology transfer units and centers based on orders from businesses and societal needs.

"The two national universities need to review their operating regulations; draft a decree stipulating their functions and tasks; and propose new mechanisms and policies to overcome difficulties and obstacles in order to fulfill the new mission assigned by the Party and the State," the Deputy Prime Minister said.
