Temporarily suspend planning and appointment of new leaders of public universities

The Ministry of Education and Training has just requested that universities and vocational education institutions temporarily suspend planning work and consider appointing new school board leaders and school leaders.

On September 12, the Ministry of Education and Training sent two official dispatches to universities and vocational training institutions under the Ministry; ministers, heads of ministerial-level agencies; and chairmen of People's Committees of provinces and centrally run cities regarding school council work.

The move was made after the Politburo issued Resolution No. 71-NQ/TW dated August 22, 2025 on breakthroughs in education and training development. One of the important contents of which is "not to organize school councils in public educational institutions (except for public schools with international agreements)", aiming to streamline the apparatus, innovate governance and improve operational efficiency.

On that basis, on September 10, the Standing Committee of the Party Committee of the Ministry of Education and Training issued Resolution No. 05-NQ/DU, as a basis for implementation.

The Ministry of Education and Training requests that universities and vocational training institutions under the ministry implement the contents according to the ministry's instructions from September 12.

In order to ensure the stable operation of schools, the Ministry of Education and Training also requests ministries, ministerial-level agencies and People's Committees at all levels, within their authority, to guide affiliated higher education and vocational education institutions as follows:

The school council, the chairman of the school council, and the vice chairman of the school council (if any) whose term expires shall continue to operate until new instructions are issued. In case the chairman of the school council expires, the vice chairman (if any) shall operate the school council, or the school council shall elect a person to operate if there is no vice chairman of the school council.

Temporarily suspend planning work for the school board chairman and vice chairman (if any).

Temporarily suspend planning and consideration of new appointments for the positions of director, deputy director, principal, and vice principal until new instructions are available (not applicable to reappointment at the end of the term).
