This is the assessment of comrade Nguyen The Toan, Provincial Party Committee member, Director of the Department of Health, Head of the Department of Health's inspection team during the inspection of the implementation of tasks in the first 6 months of 2025 at the Huu Lung Regional Medical Center on the afternoon of August 11, 2025.

Huu Lung Regional Medical Center is a public health service unit under the Department of Health. Currently, the center has 17 departments, specialized offices, 8 main commune health stations, and 15 stations. In the first 6 months of 2025, all professional targets were achieved and exceeded the assigned plan.

The total number of medical examinations was 47,963, reaching 68.62%, an increase of 15.2% over the same period in 2024; inpatient treatment for 7,981 patients, reaching 48.4% of the yearly plan; outpatient treatment for 8,750 patients, reaching 172.2% of the plan; bed occupancy rate reached 98.6%. No medical accidents or incidents occurred during the examination and treatment process.

At the commune level, the total number of medical examinations in the first 6 months of 2025 was 44,287 people, reaching 76.2%; the total number of outpatients was 12,961, reaching 145.3%.

In 2025, the unit registered to perform 02 new technical services including: laryngeal injection technique and laparoscopic surgery for common inguinal hernia in children.

Checking the implementation results of the Health - Population Target Program through statistical reports

Regarding preventive medicine, in the first 6 months of 2025, there were no major epidemics, dangerous epidemics and no food poisoning cases. The target program on Health - Population and other health programs were effectively implemented, and health indicators all met and exceeded the assigned plan.

Financial autonomy is maintained with many solutions to increase revenue, save expenses effectively, ensuring 100% autonomy in regular spending, making it a group 2 financial autonomy unit.

Bidding for drugs, chemicals, medical supplies and biological products is carried out in accordance with regulations to promptly serve disease prevention and treatment activities.

The work of directing the line and implementing Project 1816 has been done well, the rate of technical services according to the line reached 90%; the rate of technical expertise implementation beyond the line reached 15.8%; the rate of implementation according to technical lines at the Commune Health Station reached 96%.

Digital transformation work is maintained and ensures the set progress. The rate of cashless payment reaches 66.55%; the rate of medical examination and treatment using citizen identification cards reaches 89.2% at the Center and 90.4% at commune health stations; the rate of population managed by electronic health records reaches 98.24%. The progress of deploying electronic medical records is expected to be put into operation on August 19, 2025, exceeding the schedule assigned by the Department of Health.

In his concluding remarks, Mr. Nguyen The Toan, Director of the Department of Health, highly appreciated the unit's positivity and proactiveness in implementing assigned targets and tasks and requested the Center to continue to maintain and improve the quality of medical examination and treatment, innovate service style and attitude towards patient satisfaction. At the same time, pay attention to preventive medical activities, ensure timely detection and handling of outbreaks, prevent major epidemics from occurring, and contribute to the successful completion of the task of caring for and protecting people's health.
