At the conference, Lieutenant General Bui Cong Chuc, Director of the Organization Department, reported on the preparation of comments on the documents of the Central Military Commission to be presented to the 12th Party Congress of the Army.
Accordingly, by September 13, 2025, the agency had received 50 presentations from leaders and commanders of agencies and units. Of these, 16 were on military and defense work; 10 were on Party work and political work; the remaining were presentations in 6 other fields including: Logistics, engineering; defense industry; science, technology and digital transformation; defense diplomacy; finance, economics, planning and investment; legislation, inspection, and justice.

The report of the Organization Department stated that the Party Committees under the Central Military Commission have thoroughly grasped and seriously implemented the direction of the Central Military Commission Standing Committee and the assignment of the General Department of Politics; prepared the content of the speeches seriously, closely, closely following the theme and draft documents of the Central Military Commission. The speeches have a clear and appropriate structure, capacity and basic approach, some of which proposed specific and feasible measures for implementation in the coming term.

In his concluding remarks at the conference, Lieutenant General Do Xuan Tung acknowledged and highly appreciated the preparation work of the Party Committees and the delegates assigned to give speeches.
At the same time, it is acknowledged and appreciated that most delegates have devoted a lot of effort, time and intelligence to building their presentations; each presentation has its own unique points and values; many presentations have clarified both theoretical and practical aspects in the documents submitted to the congress.

In addition to the above strengths, Lieutenant General Do Xuan Tung pointed out the limitations in some of the presentations. Emphasizing the important role and significance of the content of the presentations at the congress, the Deputy Director of the General Department of Politics of the Vietnam People's Army requested the delegates assigned to give presentations to seriously absorb the comments of the functional agencies and delegates at the conference. Continue to research, invest time, enthusiasm and intelligence to complete the presentations to ensure the highest quality, contributing to the overall success of the congress.

Lieutenant General Do Xuan Tung emphasized that the speeches must be direct to the point, clarifying a number of issues and solutions; and encourage creative discussions with highlights and new points.
At the same time, it is important to note that the presentations must be both theoretical and practical, ensuring that they are worthy of the congress’s stature. Opinions also need to boldly point out the limitations and shortcomings in both the political report and the unit’s to demonstrate combativeness.
Along with that, it is necessary to draw lessons and propose and recommend major, key issues, as well as provide specific, clear solutions, ensuring practicality and feasibility. The solutions need to ensure quality, have highlights, strategic vision, and avoid being general and scattered.

In addition to the above contents, Lieutenant General Do Xuan Tung agreed on issues related to the form, layout, capacity, style of the speech, and the speaking style of the delegates at the congress. It is noted that for direct speeches, it is necessary to strictly comply with the time regulations; however, for the speech used for printing the proceedings, it is possible to flexibly allow a longer capacity if the content is really good and valuable.
