Some incidents affecting the image of teachers
On the morning of October 8, continuing the 38th session, the National Assembly Standing Committee gave opinions (for the second time) on the draft Law on Teachers.
Giving his opinion on the draft Law on Teachers, Head of the Delegation Work Committee Nguyen Thanh Hai assessed that this bill is receiving a lot of public attention.

According to Ms. Hai, in the past, while building and discussing the draft Law on Teachers, through the reflection of the mass media, there were some painful phenomena that affected the image of teachers.
Among them was the teacher mobilizing parents to contribute money to buy computers; the teacher was overly intimate with students right in the classroom, in broad daylight and in front of some other students, in a solemn pedagogical setting, the classroom.
She also gave examples of many teachers and cashiers who made mistakes in collecting money from students and were transferred to the investigation agency in Binh Thuan .
"I find this very painful. In the past, we learned about pedagogy and child psychology. Even teachers wearing colorful clothes in class could affect students' attention," said Ms. Hai, hoping that issues related to training and development for teachers would be reflected more deeply and specifically in the law.
In addition, it is necessary to focus on breakthroughs and specific features of the law to ensure that teachers are standards of ethics and behavior for learners.

Discussing the bill, National Assembly Chairman Tran Thanh Man suggested that the contents that have been adjusted in other specialized laws should not be regulated in the Law on Teachers.
"We do not specify, detail, or codify decrees and circulars into this law. We assign the Government and ministries to follow the authority prescribed in documents and instructions for law implementation," Mr. Man stated.
The National Assembly Chairman said that the specific contents and policies for teachers that are different from current laws have been reviewed, supplemented, and revised. Therefore, he suggested continuing to assess the impact of the law to determine the scope of regulation and applicable subjects to ensure suitability and feasibility.
"Regarding State policies for teachers, we have 10 major policies. However, in my opinion, we need to continue reviewing the policy framework to ensure completeness," said Mr. Man.
Periodic evaluation of teachers
Previously, presenting the report, Minister of Education and Training Nguyen Kim Son said that, accepting the opinions of the National Assembly Standing Committee, the Government has reviewed, clearly defined the subjects of application of the law and adjusted it in the draft law.

Accordingly, the Law on Teachers applies to teachers recruited and working full-time in facilities within the national education system (regardless of public or private, including both Vietnamese and foreigners).
The draft law stipulates specific contents on periodic assessment of teachers; the process, procedures, and standards for classifying teachers are implemented according to the law on civil servants (for public teachers) or the law on labor and regulations of educational institutions (for non-public teachers).
Regarding policies for teachers, the Government has removed from the draft many controversial issues (regulations on the application of the law on teachers, on the social and professional organization of teachers, on standards for heads of educational institutions...).
In addition, a number of policy contents regulating salary, allowance and support policies for teachers are carefully reviewed to ensure both breakthroughs and suitability with the context of salary reform implementation in the coming time.
According to Minister Nguyen Kim Son, the revised draft ensures that five policies will not be changed, including teacher identification; teacher standards and titles; recruitment, use and working regime of teachers; training, fostering, treatment and honoring of teachers; and State management of teachers.
Reporting on the review of the draft Law on Teachers, Chairman of the National Assembly's Committee on Culture and Education Nguyen Dac Vinh said that the Standing Committee of the Committee basically agreed with the additional explanations on the necessity of the Government's draft Law on Teachers.

Regarding the draft law dossier, the Government has seriously accepted the conclusions of the National Assembly Standing Committee. The draft law has been revised, reducing 26 articles, only regulating contents under the authority of the National Assembly, not regulating contents that have been adjusted by other implementing laws.

Regarding the salary, allowance and treatment policy for teachers, Chairman of the Law Committee Hoang Thanh Tung assessed this as one of the breakthrough contents, ensuring the attraction and development of the teaching staff and he basically agreed. However, he suggested that the Government's proposal should explain more fully and make convincing arguments.
According to Mr. Tung, the draft is proposing to retain many allowances, while resolution 27 proposes to narrow allowance policies.
Therefore, it is necessary to analyze and explain very fully to study what should be kept and what should not be kept, to convince the National Assembly and report to the competent authority.
Similarly, the issues of early retirement, retirement and no deduction of pension rate also need to be studied and explained convincingly. In case there are other implementation regulations, there must be synchronous amendments in the laws.
