On December 4, the People's Committee of Phuc Dong Ward, Long Bien District sent a report to the People's Committee of Long Bien District and the Department of Education and Training of Long Bien District on the activities at the independent preschool group of Rosemont Mountain, Phuc Dong Ward, Long Bien District.
The report stated: On December 3, 2024, the People's Committee of Phuc Dong Ward received information that the owner of the independent kindergarten Nui Hoa Hong located at 27-29 Nguyen Lam, Phuc Dong Ward, Long Bien District owed 2 months' salary to teachers and staff, leading to a situation where teachers went on strike and students had to stop going to school.
Upon receiving the above information, the People's Committee of Phuc Dong Ward organized an inspection team and invited the Department of Education and Training of Long Bien District to verify the reality. Thereby, it was determined that: The private independent preschool class Nui Hoa Hong was licensed to be established in March 2024 according to the Decision of the People's Committee of Phuc Dong Ward. The facility is located at 27 - 29 Nguyen Lam, Phuc Dong Ward, Long Bien District.
At the time of inspection (9:00 a.m. on December 3), the owner of the facility was not present, the inspection team could not contact the owner of the facility; the facility has not provided childcare since December 2, 2024; only 5 teachers and 2 staff were present at the facility to return the children's personal belongings to the parents.
The representative of the facility confirmed: the facility is late in paying salaries for October and November 2024 to staff, teachers and employees; the facility commits to completing salary payment on December 2, 2024; and at the same time commits to parents to continue childcare from December 3, 2024.
However, Ms. Pham Thi KD - a teacher working at Nui Hoa Hong facility reported that the facility owner has not paid her salary and policies; the facility has temporarily stopped receiving students.
Based on the inspection results, the People's Committee of Phuc Dong Ward announced the temporary suspension of operations for the Nui Hoa Hong facility for 7 days (from December 3 to 10, 2024), requiring the facility owner to report to the People's Committee of Phuc Dong Ward and correct all the contents committed at the meeting on December 2, 2024. The facility owner must notify the People of the temporary suspension of operations, and propagate to parents that if they have a need to send their children, they can send them to public kindergartens in the area (Phuc Dong Kindergarten, Tan Mai Kindergarten) or some non-public preschooleducation facilities (3 private kindergartens, 7 independent preschool classes), meeting the requirements on facilities and staff.
However, at 6:30 p.m. on December 3, 2024, the facility owner reported to the Department of Education and Training and the People's Committee of Phuc Dong Ward that they had paid all unpaid salaries to teachers and staff, and at the same time notified parents to continue to pick up children and operate normally on December 4, 2024.
In cases where parents do not want their children to continue studying at the independent kindergarten class of Nui Hoa Hong, they will arrange a place for their children to study at Phuc Dong Kindergarten (public school), Phuc Dong ward.
“On the morning of December 4, the Department of Education and Training of Long Bien district inspected the facility and recorded: 100% of teachers and staff have been paid their October salary. November will be paid from December 10-15 (according to the provisions of the Labor Contract). The independent kindergarten Nui Hoa Hong has a total of 14 teachers and staff; currently, 8 teachers and staff are working; 27/35 students are attending school; 8 students asked for leave and arrived late; the facility has not received any information from parents requesting to withdraw their students' records,” informed a representative of the Hanoi Department of Education and Training.
