The draft Circular on health standards and health examinations for drivers is being developed by the Ministry of Health , expected to take effect from January 1, 2025. Accordingly, drivers of class A1 (two-wheeled motorbikes with a cylinder capacity of up to 125cm³ or electric motors up to 11kW) and class B1 (three-wheeled motorbikes) will have to meet new health conditions to be able to continue driving their vehicles.
Only people who meet health requirements are allowed to drive motorbikes.
Psychiatric group
People with acute mental disorders.
People with chronic mental disorders who cannot control their behavior.
Neurology group
People with paralysis of two or more limbs.
Eye group
Distance vision in both eyes is less than 4/10, even with corrective lenses.
In case of only one eye remaining, vision must be 4/10 or better after wearing corrective lenses.
People with the disorder are unable to perceive the three primary colors: red, yellow, green.
Musculoskeletal group
A person who has lost or damaged the function of one hand or foot and the remaining hand or foot is also not intact.
Group on stimulant use
People who use drugs.
People who use alcohol at concentrations exceeding the permitted limit.
The implementation of these new health standards is expected to reduce the number of traffic accidents caused by unfit drivers. However, it also poses challenges for those facing these restrictions, especially those who rely on motorbikes as a daily means of transport.
The Ministry of Health is currently continuing to solicit comments from relevant agencies and the public before the circular is officially issued. These regulations not only emphasize the importance of protecting the lives of road users but also serve as a warning to take care of one’s health to ensure one is qualified to drive safely.
