Giving gifts to Vietnamese citizens and people of Vietnamese origin with personal identification numbers
In a statement issued on August 30, the Ministry of Finance said that on August 29, the Government issued Resolution No. 263 on giving gifts to citizens on the occasion of the 80th anniversary of the August Revolution and National Day on September 2.
On the basis of this resolution, the Ministry of Finance has coordinated with the Ministry of Public Security to issue documents to the People's Committees of provinces and centrally run cities to guide the process, procedures and forms for citizens to receive gifts.
Regarding the recipients of gifts, according to the Ministry of Finance, Vietnamese citizens and people of Vietnamese origin whose nationality has not been determined but have been granted an identity card, are residing in Vietnam and have had their personal identification numbers collected, updated, and issued in the National Population Database, established by the end of August 30, 2025.
The gift value is 100,000 VND (cash)/person.
The head of the household will receive on behalf of the members via VNeID or directly in cash at the payment point in the commune or ward.
Regarding the form of gift giving, the Ministry of Finance informs that gifts are given by household. The head of household (or a family member legally authorized by the head of household) will receive and transfer the gifts to the members of the household on their behalf.
In case a citizen does not have a permanent residence, the gift will be given directly to each citizen or a person authorized by the citizen.
Citizens can receive gifts in one of two ways. One is by transferring money through the social security account integrated on the electronic identification application - VNeID.
Second, citizens receive cash directly at payment points organized by the locality in case citizens have not integrated their social security accounts on VNeID.
The People's Committee at the commune level decides on gift-giving locations suitable to actual conditions, prioritizing locations convenient for citizens.
People come to the gift-giving location organized by the People's Committee at the commune level at their permanent residence, temporary residence, or current residence to receive gifts.
When receiving a gift, citizens must present their citizen identification card or legal documents as prescribed by law. In case of receiving on behalf of another person, the recipient must have a valid power of attorney or a birth certificate if receiving on behalf of a minor.
The time to receive gifts begins from August 30 and is completed before September 2. In case of objective reasons, citizens can receive gifts after this deadline, but no later than September 15.
Regarding the funding source for gift giving, the Ministry of Finance said it was allocated in the central budget expenditure estimate for 2025. The Ministry of Finance has transferred full funding to localities to implement gift giving to citizens according to regulations.
