Continuing the agenda of the 17th Session of the 18th term of the Ha Tinh Provincial People's Council, this afternoon (December 7th), delegates continued the question-and-answer session.

Hoang Trung Dung, Member of the Central Committee of the Party, Secretary of the Provincial Party Committee, and Chairman of the Provincial People's Council, and the Vice Chairmen of the Provincial People's Council, Tran Tu Anh and Tran Van Ky, presided over the session.

In the afternoon session, provincial People's Council delegates questioned issues related to the following fields: education and training; culture, sports and tourism; labor, war invalids and social affairs; information and communication; internal affairs, etc.

Opening the question-and-answer session on the afternoon of December 7th, addressing an issue of great concern to many voters, the Provincial Party Secretary and Chairman of the Provincial People's Council, Hoang Trung Dung, posed a question to the "commander" of the Construction sector: To date, the Ha Tinh Provincial Planning for the period 2021-2030, with a vision to 2050, has been approved for over a year. As the specialized department, how have the Department of Construction and other specialized departments implemented the steps to realize this plan?

Responding to questions from the meeting chairman and voters, Director of the Department of Construction Nguyen Quoc Ha stated: The Ha Tinh Provincial Planning for the period 2021-2030, with a vision to 2050, was approved by the Prime Minister on November 8, 2022. The approved plan is considered a "railway," along with the Resolution of the 19th Provincial Party Congress, for departments, sectors, and localities to implement the planning contents from now until 2030 and with a vision to 2050.

As a specialized sector, the Department has identified the realization of the provincial planning as its most important task, incorporating this content into its framework program and implementation plan. It has focused on coordinating with relevant departments and agencies to finalize the draft Provincial Planning Implementation Plan, which is currently awaiting feedback from ministries and agencies before submission to the Prime Minister for approval. The Department has also actively issued directives and disseminated planning information to officials, Party members, and employees within the sector.

In addition, the department is also implementing specific construction plans to concretize the provincial plan, aiming to determine the province's spatial structure; it is currently advising on the development of urban plans; furthermore, it is involved in the general planning of Ha Tinh City, Ky Anh Town, Hong Linh Town, Nghi Xuan District, and the planning of industrial zones and industrial clusters...

The Department also works with other departments and agencies to direct localities to review planning in the province; review and adjust urban development programs, and assess and classify urban areas according to the provincial plan...

Responding to a question about the "Proud of VinFast Homeland" promotional program implemented in Ha Tinh province and solutions to promote the "Vietnamese People Prioritize Using Vietnamese Goods" program, Director of the Department of Industry and Trade Hoang Van Quang said: In recent years, the entire political system, from the provincial level to local levels, has implemented many synchronized solutions to carry out the "Vietnamese People Prioritize Using Vietnamese Goods" campaign launched by the Politburo. The Provincial People's Committee and the Department of Industry and Trade have directed the promotion of domestically produced products, achieving many practical results and receiving widespread support from businesses and people.

VinFast Trading and Service Company Limited – the distributor of VinFast vehicles in Ha Tinh province – has implemented many promotional programs for consumers in Ha Tinh, including the "Proud of VinFast Hometown" program in 2021; in 2022-2023, there were many discount policies for buyers of electric cars and electric motorbikes, such as a 3% discount on electric cars and a 25% discount on electric motorbikes for teachers, officials, and staff working in the education sector; and a 3-5% discount on electric cars and a 25% discount on electric motorbikes for Venerable monks and lay Buddhists of the Vietnam Buddhist Association.

Along with the sales discount program, Vinfast also has a customer care policy, offering discounted parts and equipment for people in Ha Tinh.

This promotional program has been well-received and appreciated by the people of Ha Tinh, with 2,500 electric cars and 1,300 electric motorbikes from Vinfast already sold in the area.

Regarding the fields of culture, sports, and tourism, delegate Nguyen Thi Nguyet, Secretary of the Thach Ha District Party Committee, requested the head of the Department of Culture, Sports, and Tourism to clarify the current state of the tourism industry and propose solutions for the future.

Responding to the delegates' concerns, the Director of the Department of Culture, Sports and Tourism, Bui Xuan Thap, stated that tourism in Ha Tinh has experienced a positive recovery and development; tourism indicators have significantly exceeded the set targets. However, currently, Ha Tinh's tourism sector still faces difficulties and challenges related to human resources, infrastructure, planning, and management of tourist areas.

In the coming period, the Provincial People's Committee will continue to direct relevant departments and units to strengthen propaganda efforts at all levels, sectors, and among the people to raise awareness and ensure effective coordination in implementing tasks. Simultaneously, it will link the development of tourism development plans to align with the province's and each locality's socio-economic development goals and tasks in different stages; strengthen the attraction of strategic investors, creating momentum to promote the socialization of the tourism sector, develop commercial and service facilities; and improve the quality of tourism services. It will also invest in the development of tourism infrastructure and technical facilities, including infrastructure in key tourist areas; pay attention to the restoration and preservation of historical and cultural relics; and prioritize environmental protection to ensure safe, civilized, and courteous tourism.

Strengthening the attraction of strategic investors, creating momentum to promote the socialization of the tourism sector, developing commercial and service facilities; improving the quality of tourism services. Enhancing the quality of human resources in tourism, increasing the application of technology in tourism promotion and advertising. Strengthening linkages in tourism development with provinces in the North Central region and the whole country in building tours and routes and promoting and advertising. Focusing resources on building and developing key tourism products such as: beach tourism, cultural and spiritual tourism, ecotourism, and resort tourism...

Expressing his enthusiasm for the province's high-performance sports achievements, delegate Nguyen Van Danh - Chairman of the Provincial Labor Union - raised concerns about the deteriorating condition of facilities serving high-performance sports training at the Provincial Sports Training and Competition Center, noting that some sports lack training grounds that meet regulations; he requested the Department of Culture, Sports and Tourism to explain the causes and solutions.

Responding to this issue, the Director of the Department of Culture, Sports and Tourism, Bui Xuan Thap, acknowledged the deteriorating condition of the Provincial Sports Training and Competition Center. The head of the department also stated that the department has reviewed, researched, and proposed a comprehensive planning scheme for the center that aligns with actual needs and the development orientation of sports. However, due to some issues with the old land map and the land after surveying, verification is currently underway. For the time being, since a new plan is not yet in place, the Department of Culture, Sports and Tourism will coordinate with relevant departments and agencies to repair and upgrade sports facilities and the dormitory area for athletes.
