The Ministry of Labor, Invalids and Social Affairs has issued Circular No. 05/2023/TT-BLDTBXH promulgating the List of arduous, toxic and dangerous occupations and professions at intermediate and college levels.
Circular 05 was issued to replace Circular No. 36/2017/TT-BLDTBXH (issued on December 29, 2017), effective from July 30, 2023, applicable to courses enrolled and organized training from the effective date of the Circular.
The implementation of regulations in vocationaleducation for students of arduous, toxic, or dangerous majors and occupations at intermediate and college levels in courses enrolled and organized before Circular 05 takes effect shall continue to comply with the provisions of Circular 36 until the end of the course.
Notably, while Circular No. 36/2017/TT-BLDTBXH does not have any majors or occupations in the performing arts group classified in the list of arduous, toxic, and dangerous majors and occupations at intermediate and college levels , Circular No. 05/2023/TT-BLDTBXH has up to 20 types of intermediate-level performing arts classified in the Performing Arts group , including: Hue opera performance art, folk song performance art, Cheo performance art, Tuong performance art, Cai Luong performance art, dance drama performance art, folk dance performance art, circus performance art, Quan Ho folk song performance art, spoken drama performance art, drama - film actors, dancers, traditional musical instrument performers, Western musical instrument performers, Southern amateur music and singing, folk opera musicians, Hue traditional musicians, organ, vocal music, choir conductor.
In addition, also at the intermediate level are sculpture (belonging to the Fine Arts major code) and casting, bronze plating; stone carving; processing and designing wooden products (belonging to the Applied Arts major code).
For college level, in the Performing Arts group, there are nine types of performing arts in the list of arduous, toxic, and dangerous majors and professions, including: Folk performing arts, circus performing arts, drama and film actors, theater and opera actors, dancers, traditional musical instrument performance, Western musical instrument performance, vocal music, and music conducting.
In addition, in the Teacher Training major code, there are circus teachers; in the Fine Arts and Applied Arts major codes, there are also majors similar to the intermediate training system.
The newly issued list of arduous, toxic, and dangerous occupations and professions at intermediate and college levels aims to update and supplement arduous, toxic, and dangerous occupations and professions that have arisen in actual training after 5 years of implementing Circular No. 36 or jobs of occupations and professions during the learning, practice, and internship process related to and affected by arduous, toxic, and dangerous factors. Thereby, creating conditions for learners and vocational training institutions to enjoy support policies from the State when studying and teaching arduous, toxic, and dangerous occupations and professions according to the provisions of law.
