Tuyen Quang aims to build a digital society for all people, leaving no one behind

According to the Plan, the movement is widely deployed to villages, hamlets, and residential groups, creating a nationwide movement to study and practice digital skills, proactively participating in the national digital transformation process. Cadres and party members are the pioneering force, exemplary in implementation, contributing to spreading the spirit of self-study and self-improvement of digital knowledge to become the personal needs of every citizen.

The "Digital Literacy for All" movement aims to help all people in the province be equipped with the necessary digital knowledge and skills to exploit and apply digital technology in study, work and life. The Provincial People's Committee requires all levels and sectors to implement it methodically, flexibly, creatively, closely following local realities; promoting the role of socio- political organizations, educational institutions, and technology enterprises to create a rich and accessible digital learning ecosystem.

By the end of 2025, 80% of officials, civil servants, public employees and workers in the public sector will have knowledge about digital transformation; 100% of students will be equipped with digital skills; 50% of adults will have universal knowledge about digital transformation and digital skills on the VNeID platform. By 2026, these targets will be raised to the level of comprehensive universalization for 100% of the population.

The Department of Science and Technology of Tuyen Quang is the standing agency, presiding over, advising, guiding and supervising the implementation. Departments, branches, sectors, commune-level People's Committees, socio-political organizations and enterprises coordinate to propagate and mobilize people to actively participate in the Movement. Many practical activities will be deployed such as "National Digital Learning Festival" associated with National Digital Transformation Day (October 10 every year), organizing community classes, competitions, seminars, digital skills training and Massive Open Online Courses (MOOCs).

In particular, applying digital technology and artificial intelligence in learning; using online platforms to personalize content, suitable for each subject, especially vulnerable groups, the elderly, ethnic minorities, and remote areas.

The Provincial People's Committee assigned the Department of Education and Training of Tuyen Quang to integrate digital skills education into the general education and vocational education curriculum; the Provincial Police deployed the model "Each citizen - One digital identity", supporting people in using the VNeID application, ensuring information security and safety throughout the implementation process. Mass organizations, women's unions, youth unions, farmers' associations... will directly participate in guiding and helping people access and use online public services, digital payments, e-commerce and digital utilities for life.

The People's Committee of Tuyen Quang province requested departments, branches, sectors and localities to seriously, creatively and substantially implement the plan, ensuring that the movement truly enters life and becomes a driving force to promote comprehensive development of Tuyen Quang province in the digital age.
