The above plan aims to propagate, disseminate and train the Chemical Law No. 69/2025/QH15 to agencies, organizations and individuals related to chemicals; raise awareness and sense of responsibility of people in the production, trading and use of chemicals and compliance with the Chemical Law; organize the review of documents related to chemicals to amend, supplement, issue new ones or abolish.
At the same time, specifically define the work contents, deadlines, completion progress, responsibilities of relevant agencies and organizations in organizing the implementation of the Law on Chemicals; coordination mechanism between ministries, ministerial-level agencies, government agencies and localities in carrying out activities to implement the Law on Chemicals nationwide.

Systematize and catalog legal documents related to the chemical sector.
Regarding the work of perfecting institutions and policies, the Decision specifically assigns the task of organizing the review of legal documents.
Accordingly, the Ministry of Industry and Trade shall preside over and coordinate with ministries and branches to systematize and compile a list of legal documents related to the chemical sector; review them for promulgation under their authority or submit them to competent state agencies for amendment, supplementation, replacement, repeal or new issuance, ensuring compliance with the provisions of the Law on Chemicals. Ministries and branches, based on their assigned functions and tasks, shall be responsible for organizing the review of legal documents related to chemicals in their respective fields, promulgate them under their authority or submit them to competent state agencies for amendment, supplementation, replacement, repeal or new issuance, ensuring compliance with the provisions of the Law on Chemicals.
Ministries, branches, and People's Committees at all levels shall send the List of documents that need to be amended, supplemented, replaced, or abolished to the Ministry of Industry and Trade before September 5, 2025 for synthesis, monitoring, urging, and coordination of implementation according to regulations.
Accordingly, the Ministry of Industry and Trade, relevant ministries, branches and People's Committees of provinces and cities will develop legal documents detailing the Law on Chemicals according to the Prime Minister's Decision on assigning agencies to preside over drafting documents detailing the implementation of laws and resolutions passed by the 15th National Assembly at the 9th Session.

In addition, the Ministry of Industry and Trade shall preside over the development and organization of a series of events, discussion programs, and implementation of columns, programs, news, popular articles, and competitions to learn about chemical law knowledge; conferences to disseminate, disseminate, and provide in-depth training on the Chemical Law, legal documents detailing this Law, and related legal documents for officials and civil servants of departments, branches, and sectors at all levels, and businesses and organizations with chemical-related activities in the locality. Implementation time is in 2025, 2026, and the following years.
The Decision comes into force from the date of signing (August 26, 2025).
