The authority to manage the use of diploma and certificate blanks is exercised by the People's Committee at the commune level.
According to Circular No. 13/2025/TT-BGDDT, the authority to manage the use of diploma and certificate blanks and to be responsible for the issuance of diplomas and certificates is specified in Clause 3, Article 3 of the Regulations on the management of junior high school diplomas, high school diplomas, intermediate pedagogical diplomas, college pedagogical diplomas, universityeducation diplomas and certificates of the national education system issued together with Circular No. 21/2019/TT-BGDDT implemented by the People's Committee at the commune level.
For diplomas and certificates issued by the Department of Education and Training before the effective date of this Circular (July 1, 2025), the re-issuance; issuance of copies from the original; correction of content on diplomas and certificates; revocation and cancellation of diplomas and certificates shall be carried out by the Department of Education and Training.
Adjust the time limit for performing procedures for issuing copies of diplomas and certificates from the original and editing the content of diplomas and certificates prescribed in Circular No. 21/2019/TT-BGDDT as follows:
In case of simultaneous request for issuance of copies from multiple originals, request for a large number of copies, complicated content of diplomas and certificates that are difficult to check and compare, and the agency receiving the request for issuance of copies cannot meet the time limit specified in Point b, Clause 2, Article 31 of Circular No. 21/2019/TT-BGDDT, the time limit for issuance of copies shall be extended by no more than 01 working day or longer according to written agreement with the person requesting the copy.
Within 02 working days from the date of receiving a complete and valid dossier, the competent authority shall revise the content of the diploma or certificate and consider deciding on the revision; if no revision is made, a written response must be given stating the reason.
Organize the implementation of regulations on educational quality assessment and recognition of national standards for primary schools.
The Circular clearly states that the authority to receive and examine external assessment registration dossiers and send accepted external assessment registration dossiers to the Department of Education and Training for primary schools is specified in Clause 1, Article 27 of the Regulations on educational quality assessment and recognition of national standards for primary schools issued together with Circular No. 17/2018/TT-BGDDT, which has been amended and supplemented by Circular No. 22/2024/TT-BGDDT implemented by the People's Committee at the commune level.
The authority to organize the implementation of regulations on educational quality assessment and recognition of national standards for primary schools specified in Article 42 of Circular No. 17/2018/TT-BGDDT is implemented by the People's Committee at the commune level.
Adjust the deadline for establishing an external assessment team and implementing steps in the external assessment process for primary schools, granting Certificates of schools meeting educational quality accreditation and granting Certificates of recognition of primary schools meeting national standards as prescribed in Circular No. 17/2018/TT-BGDDT as follows:
The Department of Education and Training is responsible for establishing an external assessment team as prescribed in Articles 29 and 30 and implementing the steps in the external assessment process as prescribed in Article 28 of this Regulation within 02 months from the date of informing the People's Committee at the commune level or the primary school that the dossier has been accepted for external assessment.
Issuing a Certificate of school meeting educational quality accreditation: Within 15 working days from the date of receiving the report of the external assessment team, the Director of the Department of Education and Training shall issue a decision to issue a Certificate of school meeting educational quality accreditation according to the achieved primary school level.
Issuance of Certificate of recognition of primary schools meeting national standards: Within 15 working days from the date of receipt of the report of the external assessment team, the Director of the Department of Education and Training shall issue a decision to grant a Certificate of recognition of primary schools meeting national standards.
This Circular takes effect from July 1, 2025.
