The People's Committee of Ha Tinh province issued Plan No. 353/KH-UBND dated June 27, 2025 on organizing activities to celebrate the 78th anniversary of War Invalids and Martyrs Day (July 27, 1947 - July 27, 2025).
Accordingly, localities and units strengthen propaganda work on the meaning, historical and profound human values of War Invalids and Martyrs Day; continue to promote the tradition of "When drinking water, remember its source", "Repaying gratitude", expressing deep gratitude to heroic martyrs, Vietnamese Heroic Mothers, wounded and sick soldiers and families with meritorious services to the revolution. Thereby,educating , raising awareness, responsibility and affection of all levels, sectors, agencies, units and people of all walks of life towards those with meritorious services to the revolution.
Fully, promptly and properly implement preferential policies and regimes for people with revolutionary contributions; honor advanced models who have done well in caring for people with revolutionary contributions, and commend exemplary people with revolutionary contributions in all fields.
The Provincial People's Committee requested that activities to celebrate the 78th anniversary of War Invalids and Martyrs Day must be organized practically and effectively throughout the province; care for the material and spiritual lives of war invalids, sick soldiers, people infected with toxic chemicals, Vietnamese Heroic Mothers, relatives of martyrs and people with meritorious services to the revolution.
The Provincial People's Committee assigned all levels, sectors and localities to proactively coordinate with Ha Tinh Newspaper to organize propaganda activities in diverse, practical and effective forms; open special pages and columns, and develop television reports to propagate the guidelines and policies of the Party, the State and the province regarding people with revolutionary contributions.
Propagating activities to celebrate the 78th anniversary of War Invalids and Martyrs Day and the implementation of policies for people with meritorious services in the province; propagating and praising collectives and individuals who have done well in the work of war invalids and martyrs, typical examples of good people and good deeds in the work of people with meritorious services to the revolution; examples of people with meritorious services who have overcome difficulties to become good economic people.
The Department of Home Affairs shall preside over and coordinate with the Provincial People's Committee Office, the Department of Finance, the Department of Justice, the People's Committees at the commune level and relevant units to issue preferential policies for people with meritorious services in the period of 2026-2030; promote decentralization and authorization to resolve policies for people with meritorious services to the Department of Home Affairs and the People's Committees at the commune level to ensure compliance with regulations. At the same time, coordinate with departments, branches, the Provincial Youth Union (the Youth Union and Youth Affairs Committee after reorganization) and the People's Committees at the commune level to organize a delegation of people with meritorious services in the province to visit red addresses; select outstanding people with meritorious services to attend the National Conference to honor outstanding people with meritorious services in 2025; organize delegations to offer flowers and incense at relics and martyrs' cemeteries inside and outside the province; organize visits and present gifts to people with meritorious services and their relatives.
The Provincial Youth Union (the Youth Union and Youth Working Committee after the reorganization) presided over and coordinated with the Department of Home Affairs, the Department of Education and Training, the People's Committees at the commune level, the Management Board of martyrs' cemeteries and relevant agencies and units to organize a candle lighting ceremony to pay tribute to heroic martyrs at martyrs' cemeteries and martyrs' memorials across the province on the evening of July 26, 2025.
The Vietnam Fatherland Front Committee of Ha Tinh province presides over the call for and mobilizes support for the " Repaying gratitude" Fund; the Department of Home Affairs receives, advises on the management and use of the provincial "Repaying gratitude" Fund in accordance with current regulations. The People's Committee of the commune level coordinates with relevant departments, branches, agencies and units to implement the care of works honoring martyrs and martyrs' graves.
The Provincial People's Committee requests provincial-level departments, branches, agencies, and units; and commune-level People's Committees (after reorganization) to promptly and effectively implement assigned contents and tasks according to the plan, ensuring that tasks are not interrupted after the implementation of two-level local government.
