
Deputy Director of the Department of Construction Le Anh Son said: The high-speed railway project on the North-South axis through Ha Tinh has a length of about 103.42 km, passing through 8 localities (according to the 3-level government model) including: Duc Tho, Can Loc, Thach Ha, Cam Xuyen, Ky Anh, Ky Anh Town, Hong Linh Town and Ha Tinh City (according to the 2-level government model from July 1, the project passes through 18 communes and 5 wards).
According to preliminary statistics, Ha Tinh must reclaim and compensate for an area of nearly 765 hectares of land of all kinds, of which about 84.3446 hectares are residential land. The province plans to build 35 resettlement areas to relocate 1,314 households.
Specifically, in Duc Tho district, there are 10 resettled households, planning to build 2 resettlement areas; Hong Linh town has 196 resettled households, planning to build 4 resettlement areas; Can Loc district has 96 resettled households, planning to build 3 resettlement areas; Thach Ha district has 378 resettled households, planning to build 9 resettlement areas; Ha Tinh city has 198 resettled households, planning to build 3 resettlement areas; Cam Xuyen district has 233 resettled households, planning to build 9 resettlement areas; Ky Anh district has 163 resettled households, planning to build 5 resettlement areas; Ky Anh town has 40 resettled households, planning to build 1 resettlement area.

Regarding the proposal, pre-selecting a resettlement area location to complete the procedures, meeting the conditions for the groundbreaking ceremony on August 19 as required by the Government , after checking, reviewing and comparing with related planning, the Department of Construction agreed to propose selecting a location in Lien Vinh village, Thach Dai commune, Thach Ha district (Ha Huy Tap ward will be arranged later).
This resettlement area is expected to be about 6 hectares in size, the current land use is mainly public land managed by the locality, so the construction progress will be accelerated.
For the remaining resettlement areas, localities where the project passes through must urgently coordinate with relevant departments and branches to complete necessary procedures, start construction before October 2025; complete construction before June 30, 2026 to relocate affected households and in December 2026, basically complete project site clearance work according to Resolution No. 106/NQ-CP dated April 23, 2025 of the Government.
