Hue City People's Committee reports to the Prime Minister and the Ministry of Culture, Sports and Tourism on the case of encroachment and damage to the Nguyen Dynasty throne.

Hue City People's Committee issued Document No. 200/BC-UBND dated May 25 reporting to the Prime Minister and the Ministry of Culture, Sports and Tourism about the subject who violated the national treasure at Thai Hoa Palace.

Accordingly, the Nguyen Dynasty Throne was recognized as a national treasure by the Prime Minister in Decision No. 2382/QD-TTg dated December 25, 2025. The throne is 101cm high, 72cm wide, 87cm long; the base is 118cm long, 90cm wide, 20cm high. Above the throne is a splendid gilded canopy. All are made of lacquered wood and gilded with gold. This is a national treasure managed by the Hue Monuments Conservation Center and is preserved and displayed at Thai Hoa Palace (Hue Imperial City) to serve the people and tourists.

At 11:55 a.m. on May 24, 2025, subject Ho Van Phuong Tam, born on February 10, 1983; Permanent residence: Group 7, Area 4, Huong Long Ward, Phu Xuan District, Hue City bought a ticket to visit Hue Imperial City.

When visiting Thai Hoa Palace, Ho Van Phuong Tam showed unusual behavior. Security guards of the Hue Monuments Conservation Center, Mr. Dang Quang Long and Mr. Dao Hoang Vu, who were on duty at Thai Hoa Palace, invited the subject to leave the Palace area.

However, the subject then returned, sneaked into the Nguyen Dynasty Throne exhibition area, shouted and assaulted, breaking the front left armrest of the artifact. In response to the above developments, to prevent the subject from continuing to aggressively destroy other exhibits, the Center's security staff approached and persuaded the subject to leave the Palace area and called to request additional support. At 12:10 p.m. the same day, the Center's security force successfully controlled the subject Tam and handed him over to the police.

The police force has drawn up a report on the subject Ho Van Phuong Tam, however, they have not been able to record his statement because he showed signs of psychosis, screaming, talking nonsense and could not answer the investigator's questions.

Currently, the City Police Investigation Agency is conducting a psychiatric assessment of Ho Van Phuong Tam and coordinating with relevant units to collect documents and evidence to clarify the roles and responsibilities of the parties involved in order to resolve the case in accordance with the procedures and regulations of the law.

Immediately after the incident, the Hue City People's Committee directed the Hue Monuments Conservation Center to bring the Nguyen Dynasty throne to the Hue Royal Antiquities Museum for storage and preservation, and to display the restored throne at Thai Hoa Palace for visitors.

The Hue Monuments Conservation Center urgently inspects, reviews, and evaluates the work of ensuring security, the process of preserving and displaying artifacts, antiques... especially national treasures at the Hue Monuments Conservation Center; Organizes a review of the responsibilities of individuals and departments involved in the incident of damaging national treasures displayed at Thai Hoa Palace.

City police are investigating and verifying the act of violating national treasures by Ho Van Phuong Tam to handle it according to the law.

The Department of Culture and Sports coordinates with the Hue Monuments Conservation Center to establish a Council to assess the condition of artifacts, develop a preservation plan and make a suitable restoration plan to report to competent authorities, and implement in accordance with the provisions of the Law on Cultural Heritage.

Subject Ho Van Phuong Tam, born on February 10, 1983; Hometown: Huong Long ward, Phu Xuan district, Hue city.

In 1990, Ho Van Phuong Tam followed his family to Ho Chi Minh City. However, in Ho Chi Minh City, Tam did not live with his family but frequently changed residence.

Around mid-May 2025, Ho Van Phuong Tam returned to Hue City and asked to live at a relative's house in Alley 28, Nguyen Phuc Nguyen Street, Huong Long Ward, but was not approved.

Criminal record: On July 18, 2023, Tan Binh District People's Court, Ho Chi Minh City issued Decision No. 108/2023/QD-TA applying administrative measures to send him to a compulsory drug rehabilitation facility.
