The objective of the plan is to minimize the damage caused by natural disasters, especially to people, property and important dykes, embankments and culverts. Timely evacuate people in vulnerable and high-risk areas to safe temporary shelters; improve the leadership, command and management capacity of all levels and sectors in handling on-site situations and incidents promptly and effectively; strengthen the work of updating information, propaganda, warnings, and providing guidance on measures to prevent and respond to natural disasters promptly to all classes of people.
Currently, the whole province has nearly 1,242 km of dikes of all kinds. Implementing the "4 on-site" motto and the highest proactive spirit, the Provincial People's Committee requires localities to review all dike routes, classify key and vulnerable points, update dike protection plans close to the reality of each location, especially level I dikes, Binh Minh sea dike route; Con Tron dike, Hai Thinh (Hai Thinh commune), dike routes of Hoang Long river, Red river, Day river...
According to the plan, when the situation occurs, mobilize all commune-level shock forces, forces working on dike management, irrigation and natural disaster prevention and control; mobilize maximum military, police, medical forces and civil servants, public employees and workers in the province to participate in dike protection, ensuring the safety of dikes, property and lives of local people.
The main materials, including: boulders, steel cages, filter cloth, sacks, anti-overflow tarpaulins, etc., are taken from the province's reserve material warehouses to handle the incident. For other materials such as soil, sand, crushed stone, bamboo, reed, straw, etc., the Provincial People's Committee assigned communes and wards to prepare and mobilize from units and enterprises located in the area to handle the incident. Warehouse locations must develop plans for quick mobilization and transportation when ordered.
The Provincial People's Committee requests the Head, Deputy Heads, members and members of the Provincial Civil Defense Command to directly direct and operate the work of natural disaster prevention and control, natural disaster response and search and rescue when natural disasters and incidents occur in the assigned areas. Departments, branches, units and localities, based on their assigned functions and tasks, strictly implement the contents of the plan.
Propose that the Provincial Fatherland Front Committee and mass organizations closely follow the locality to propagate and mobilize people, union members and association members to actively participate in the work of natural disaster prevention and control and search and rescue; effectively implement solutions to develop production in conditions of heat, drought, saltwater intrusion and water shortage according to the instructions and recommendations of specialized agencies, strive to achieve victory in production and stabilize people's lives.
The development of a plan for the entire dike system in 2025 not only demonstrates the province's proactiveness in natural disaster prevention and control, but also serves as an important basis for departments, branches and localities to be ready to operate when natural disasters occur, contributing to protecting the safety of people's lives and property during this year's storm season.
