The objective is to ensure effective and transparent asset handling, avoid loss and waste of state assets, in accordance with management practices. At the same time, enhance the effectiveness and efficiency of implementing policies and laws on practicing thrift and combating waste.
The Provincial People's Committee requests to clearly define the responsibilities, time, and products of agencies and units in handling office buildings, public service facilities, assets, and vehicles. Proactively resolve problems within their authority, and at the same time advise and propose solutions to issues beyond their authority. Strictly handle cases of ineffective use of assets, causing waste.
The Provincial People's Committee requests the Department of Finance to continue to review and inspect the quantity and management of houses and land. Advise the Provincial People's Committee on the plan to arrange and handle all houses and land. Notify departments, branches, units and People's Committees of communes/wards (new) about the facilities and addresses that can continue to be used. Instruct the People's Committees of communes/wards (new) to review the needs of their localities (in the fields of health,education , community services) to prioritize the arrangement.
Regarding working equipment and cars, the Provincial People's Committee directs the Department of Finance to regularly monitor and urge localities to implement. Promptly handle or advise on the immediate handling of surplus assets that are no longer needed or are damaged and no longer usable.
The Provincial People's Committee also requested the People's Committees of districts and cities to direct departments and offices to complete advising the Chairman of the District People's Committee to issue decisions on transferring and handing over assets.
