Deputy Minister of Agriculture and Environment Vo Van Hung said that the draft Law amending and supplementing a number of articles of 15 laws in the field of agriculture and environment (including the Law on Environmental Protection; Law on Plant Protection and Quarantine; Law on Animal Husbandry; Law on Biodiversity; Law on Dikes; Law on Surveying and Mapping; Law on Hydrometeorology; Law on Forestry; Law on Natural Disaster Prevention and Control; Law on Water Resources; Law on Marine and Island Resources and Environment; Law on Veterinary Medicine; Law on Irrigation; Law on Fisheries; Law on Cultivation) focuses on removing legal bottlenecks and bottlenecks arising from practice; promptly proposing to handle arising problems and inadequacies, especially issues related to economic development, aiming at the growth target of 8% in 2025 and "double-digit" growth in the coming time, associated with handling issues on arrangement, organization of the apparatus, and building a 2-level local government.

Through discussion, delegates basically agreed on the necessity of promulgating the Law amending and supplementing a number of articles of 15 laws in the fields of agriculture and environment; said that, in general, the draft Law has institutionalized the Party's policies to perfect the legal system, meet the goal of reforming administrative procedures; arrange and streamline the apparatus according to the 2-level local government model; promote decentralization and delegation of power in the state administrative system; resolve bottlenecks to unlock development resources.
Regarding the scope of amendments to the draft Law, some opinions suggested that the drafting agency continue to consider and select amendments and supplements focusing on bottlenecks that need to be removed.

Commenting on the content of amendments and supplements to a number of articles of the Forestry Law, there are opinions suggesting that it is necessary to carefully assess the impact of the amendments and supplements on the conditions for converting forest use purposes to other purposes and temporary forest use.
Concluding the discussion, Vice Chairman of the Committee for Science, Technology and Environment Ta Dinh Thi requested the Ministry of Agriculture and Environment to carefully review and ensure that the draft Law fully reflects the contents that have been explained and incorporate opinions from ministries and branches; continue to explain and incorporate opinions on centralized management, simplify administrative procedures, promote digital transformation, and synchronize major policy groups, etc.

Vice Chairman of the Committee Ta Dinh Thi also suggested that the drafting agency review and ensure consistency between the draft Law and related Laws, such as the Law on Environmental Protection, Law on Water Resources, Law on Animal Husbandry, Law on Dikes, Law on Fisheries, etc.
Regarding decentralization and delegation of power, Vice Chairman of the Committee Ta Dinh Thi suggested that the Ministry of Agriculture and Environment review and ensure consistency and unity in management authority for the amended and supplemented contents of the draft Law with 15 related laws and with the draft laws submitted to the National Assembly at the upcoming 10th Session.
