Effectively deploy the use of the electronic Party Member Handbook

This is a major policy that Party committees at all levels have made efforts to implement, including designing and applying the electronic Party Member Handbook.

As a Party Committee that has implemented digital transformation solutions in the Party early, in September 2021, Thai Nguyen Provincial Party Committee directed the application of the Electronic Party Member Handbook. After more than three years of construction and implementation with many features being repaired, supplemented, upgraded, added and developed, by early 2025, more than 93,089 Party members had installed and registered to use the application with more than 2.2 million visits.

The use of the electronic Party Member Handbook in Thai Nguyen has brought about many practical results. All official information on the Party's guidelines and policies, the State's policies and laws; and the direction and activities of Party committees and authorities at all levels in the province are transmitted richly, accurately, quickly and conveniently to all cadres and Party members.

Basic skills in using electronic Party Handbook applications among cadres and party members are gradually improved; Party member data information is provided promptly, to the right users, with high confidentiality; activities of Party committees and organizations at all levels are innovated, effective, methodical, scientific , promoting democracy, saving time and costs...

Through that, it creates a breakthrough in Party building work, especially in leadership, direction, operation, and management of Party organizations and Party members. The majority of Party members in Thai Nguyen province evaluate that the application has contributed to better support in improving the quality of Party cell activities, the quality of Party organizations and Party members and wish to continue to expand the use of the Electronic Party Member Handbook.

Based on practical use in units and localities, on July 10, 2025, the Secretariat issued Regulation No. 339-QD/TW on the use of the electronic Party Member Handbook application; unifying the content, purpose, and requirements for use throughout the Party. According to many cadres and Party members, Regulation No. 339-QD/TW of the Secretariat meets the requirements of innovating the Party's leadership methods in the new period under the direction of General Secretary To Lam , is an effective tool in studying, working and living, contributing to digital transformation in Party work, building an increasingly clean and strong Party organization.

To effectively implement this regulation, Party committees at all levels continue to raise awareness of Party committees and Party members about the use of the Electronic Party Handbook, have plans to deploy and use it seriously and usefully; at the same time, promote propaganda according to Instruction No. 26-HD/BTGDVTW, dated August 27, 2025 of the Central Propaganda and Mass Mobilization Commission. In particular, focus on propaganda about the scope of regulation, applicable subjects, purposes, requirements, contents, principles and methods of deploying and using the Electronic Party Handbook application to innovate management and operation methods; contribute to Party building associated with national digital transformation.

Using the Electronic Party Member Handbook application contributes significantly to the strict implementation of Directive No. 50-CT/TW dated July 23, 2025 of the Secretariat on continuing to innovate and improve the quality of Party cell activities in the new period, ensuring information security and safety and strictly managing the content of Party cell activities in the digital environment.

Resolution No. 57-NQ/TW of the Politburo requires: The tasks of digital transformation, science and technology development, and innovation are specifically defined in the annual work programs and plans of agencies, organizations, units, and localities; implementation results are the criteria for evaluating task performance, emulation, and annual rewards. Party committees, party organizations, and party members who effectively use the electronic Party Member Handbook application are also pioneers and exemplary in implementing the resolution.
