Specific policies for new development spaces

This morning, December 8, continuing the 10th Session Program, the National Assembly discussed in the hall the draft Resolution of the National Assembly amending and supplementing a number of articles of Resolution No. 98/2023/QH15 on piloting a number of specific mechanisms and policies for the development of Ho Chi Minh City.

At the Fifth Session, the National Assembly passed Resolution No. 98/2023/QH15 on piloting a number of specific mechanisms and policies for the development of Ho Chi Minh City; after more than 2 years of implementing the Resolution, Ho Chi Minh City's economy has grown, in which the total value of products in the area (GRDP) of the city in 2025 is estimated to increase 1.5 times compared to 2020; GRDP per capita reached 8,400 USD, 1.7 times higher than the national average...

However, the "shirt" of special mechanisms and policies for Ho Chi Minh City has become tighter after the implementation of the arrangement and organization of the apparatus. After the merger, Ho Chi Minh City has expanded its development space with an area of ​​6,772.6 km 2 , a population of 13.6 million people, of which the labor force is about 7.281 million people, accounting for 14% of the total labor force nationwide. Thus, after the merger with Ba Ria - Vung Tau and Binh Duong, Ho Chi Minh City has opened up the opportunity to restructure the development space according to the mindset of "1 center, 3 regions, 1 special zone".

However, to realize the double-digit growth target from the beginning of 2026, Ho Chi Minh City needs to add outstanding and breakthrough solutions to Resolution No. 98/2023/QH15 to take advantage of investment attraction opportunities and immediately resolve "bottlenecks" and unblock resources.

To continue to improve the legal basis, ensure special, superior, strict, feasible and effective mechanisms and policies, the draft resolution has many important amendments and supplements. The draft resolution stipulates that the city is allowed to pay investors implementing railway projects applying the type of build-transfer contract according to the regulations on investment under the public-private partnership method using land funds by the City People's Council using local budgets to implement independent public investment projects to carry out compensation, support and resettlement for investment projects according to separate urban design projects, urban planning projects in the vicinity of stations on railway lines approved by competent authorities...

The draft resolution also simplifies the planning process, procedures, registration and selection of strategic investors; adds corporate income tax incentives for infrastructure projects in areas with particularly difficult economic and social conditions to encourage economic sectors to participate in infrastructure investment in this area. In particular, to attract strategic investors, the draft resolution adds 11 priority project groups to attract strategic investors to the city, including large-scale driving projects in the fields of: high-end tourism - resorts, culture - sports, specialized healthcare, clean energy, high-tech industry, urban infrastructure - environment, digital infrastructure, transportation and priority projects to attract investment in Con Dao.

Adding this list of priority projects will create a flexible and complete legal basis for the city in selecting and attracting strategic investors with real financial and technological capacity; encouraging large-scale projects with spillover effects, contributing to the economic restructuring towards services, industry, high technology, promoting infrastructure development, and improving the quality of life of the people. However, the drafting agency also needs to consider whether it is appropriate to only propose a list of priorities to attract investors in areas that are truly necessary, require large investment capital, use high and advanced technology, and have a large and positive impact on the city's socio-economic development and solve pressing local problems. It is necessary to avoid over-expansion, losing the strategic and breakthrough nature of the policy.

The important thing now is to create a legal corridor that is wide enough and tight enough for Ho Chi Minh City to be truly proactive and creative in reality. With its position as an economic locomotive, dedicating special mechanisms and policies to the development of Ho Chi Minh City is very necessary in the current practical situation. This is not only the wish of the city's people, but also the wish of the people of the whole country.

However, to ensure high efficiency and feasibility, this additional mechanism and policy must have a focus, key points, and be consistent with the State and local resource balancing capacity. This responsibility falls on the shoulders of National Assembly deputies in the process of discussion and advice so that the specific mechanisms and policies must truly be a lever for Ho Chi Minh City to develop rapidly, contributing to the realization of the double-digit economic growth target in the 2026 - 2030 period.
