
In that flow, the Vinh Long Provincial Military Command has proactively and resolutely implemented digital transformation to modernize management and command work, meeting requirements and tasks in the new situation.
Thoroughly grasping the content of Resolution No. 57-NQ/TW dated December 22, 2024 of the Politburo on breakthroughs in science and technology development, innovation and national digital transformation, the Party Committee and Military Command of Vinh Long province determined that this is both an urgent and long-term task, one of the pillars in innovation, improving overall quality and combat strength. Accordingly, agencies and units in the armed forces of Vinh Long province organized learning, dissemination and propaganda to all officers and soldiers to unify awareness, clearly identify the role and importance of digital transformation; issue specialized resolutions, develop specific plans, assign people, tasks and implementation roadmaps clearly, ensuring closeness to reality and sustainable effectiveness.
“Digital transformation in the provincial armed forces is one of the three key tasks for the 2025-2030 period. Therefore, we focus on reviewing all internal administrative procedures, ensuring legality, synchronization, and compliance with digital transformation requirements; paying attention to investing in digital infrastructure, upgrading internal networks and data centers; training digital skills for officers and soldiers, especially the Party Committee, commanders and units directly processing electronic documents; gradually moving towards all documents being processed, signed and approved on military transmission lines to ensure safety and security,” said Colonel Tran Minh Trang, Commander of the Vinh Long Provincial Military Command.
In the spirit of "going one step ahead, doing one thing firmly", the armed forces of Vinh Long province strongly launched the emulation movement of innovation and digital transformation, including the movement "Digital education for the masses", helping officers and soldiers improve their IT skills, digital skills, and gradually master management software and operate modern technical equipment.
Lieutenant Colonel Tran Dat Danh, Chief of Office of Vinh Long Provincial Military Command shared: “We advise the head of the Provincial Military Command to invest in information equipment systems, data transmission lines, install security software, and register personal digital signatures for the head of the Provincial Military Command and commanders of agencies and units. For non-confidential documents, it is required that the drafting, issuance, receipt, and storage of documents in the digital environment; documents with signatures must be fully implemented in accordance with regulations.”
At the same time, the document departments of agencies and units effectively implemented the "3 no" principle: Do not issue paper documents when they are eligible for digital signature; do not process documents outside the system; do not let information leak in the network environment. Thanks to that, the management, operation, reporting and information exchange between the Provincial Military Command and its affiliated units are increasingly fast, accurate, transparent, confidential and economical.
In practice, the application of software for managing documents, electronic records, and digital signatures has helped shorten the time for processing work, reduce errors, and increase security. Captain Nguyen Viet Tung, clerical staff at the Office of the Military Command of Vinh Long province, said: “The application of digital transformation has helped us shorten the time for processing documents from several hours to just a few minutes. The signing, approval, sending, receiving, and searching of documents are all done quickly, accurately, and confidentially, thereby contributing to improving the effectiveness of direction, command, and operation of the Party Committee and the Military Command of the province.”
Digital transformation is a key task, both a driving force and a breakthrough solution to build a comprehensively strong, "Exemplary and typical" armed force of Vinh Long province. Thereby, contributing to concretizing the policy of building a revolutionary, disciplined, elite and modern army.

According to the report, from July 1 to now, the rate of sending electronic documents at the Vinh Long Provincial Military Command has reached more than 94%, personal digital signature documents have reached more than 88% and information security and network security have reached 100% for computers connected to the military network. Along with that, the Provincial Military Command has promoted administrative procedure reform, linking the responsibility of the head with the implementation results; improving the capacity to exploit and master information technology for officers and employees, ensuring synchronization with the digital transformation roadmap of Military Region 9 and the Ministry of National Defense.
