The seminar aims to concretize Resolution No. 68-NQ/TW of the Central Executive Committee on comprehensive innovation in the dissemination andeducation of law and development of legal resources for enterprises, as well as to implement the direction of the Prime Minister in Official Dispatch No. 1033/CD-VPCP dated May 29, 2025.
At the same time, to exchange legal consultancy work of law practice organizations; share experiences in implementing online legal consultancy; thereby proposing solutions to improve coordination efficiency, exploiting digital legal platforms to support businesses, especially small and medium enterprises.
Speaking at the opening of the seminar, Mr. Le Ve Quoc, Director of the Department of Legal Dissemination, Education and Legal Aid, Ministry of Justice , said that with valuable experience, the team of lawyers can contribute ideas to help develop and operate the National Law Portal, ensuring the wishes and requirements of people and businesses in a practical way, avoiding the story of "elephant head, mouse tail"...
"Through the National Law Portal, we strive to create a reliable address for people and businesses when they want to search for law and need accurate, responsible, and transparent responses from state agencies. To do that, we need the support of the community of people and businesses, especially the team of experts and lawyers," Mr. Le Ve Quoc emphasized.
The establishment of the National Law Portal will create "resonance", that is, law firms will be more prestigious when interacting and accompanying the Portal, and vice versa, the Portal will also be more prestigious and become an increasingly trustworthy address when accompanied by law firms.
The National Law Portal needs to be a trusted address for people and businesses.
Discussing at the Seminar, delegates focused on sharing experiences and proposing solutions to improve coordination efficiency on digital platforms; focusing on clarifying important contents such as criteria for selecting law practice organizations to participate in legal consultancy, mechanism for monitoring consultancy quality, updating lawyer information and proposing a mechanism to recognize and honor organizations with active and effective activities...
Ms. Pham Thuy Hanh, Deputy Director of the Legal Department ( Government Office ) said that many policies have made real "breakthroughs" and opened up many opportunities for state agencies, organizations and experts to participate in perfecting the legal system. This is evidence of the emergence of many new mechanisms and policies.
Thereby, it is recommended that the Ministry of Justice hold more and more in-depth legal dissemination sessions, especially on new policies, so that people and businesses can better understand the reasons for the establishment of those policies and how to implement them in practice.
According to Ms. Pham Thuy Hanh, the Government is currently preparing to issue a Regulation on receiving and handling legal advice recommendations drafted by the Ministry of Justice, which clearly stipulates how long it will take for comments sent to the Portal to be processed, who will process them and how, and how to respond. At the same time, it is necessary to clearly stipulate and have a mechanism to classify cases for the fastest possible resolution so that the National Law Portal is a trusted address for people and businesses in legal support...

After listening to the opinions of experts and lawyers, the leaders of the Department of Dissemination, Legal Education and Legal Aid highly appreciated the opinions and believed that these were practical contents that contributed to perfecting the institution and improving the effectiveness of coordination between the State and professional society in providing legal support to businesses.
