To soon resolve the above difficulties, Dien Bien province plans to add civil servants to key positions, and at the same time plan to organize intensive training courses for commune-level cadres, civil servants and public employees to ensure they meet job requirements.
Many communes lack staff.
Established on the basis of merging two communes, including Xa Dung and Phi Nhu (belonging to the old Dien Bien Dong district), Xa Dung commune in Dien Bien province is currently facing more difficulties than other communes due to a lack of cadres and civil servants compared to regulations.
Comrade Giang Trong Binh, Secretary of the Party Committee of Xa Dung commune, said: According to Instruction No. 05-HD/TU dated May 20, 2025 of the Standing Committee of the Provincial Party Committee, the total number of cadres and civil servants of the Party, government, Fatherland Front and mass organizations, and armed forces of Xa Dung is arranged to be 59 people, but currently the whole commune only has 49 cadres and civil servants. The number of cadres lacking falls into the fields of finance-planning, construction, environment, culture, etc., so the appointment of leaders of specialized departments: Economic Department, Cultural-Social Department, Commune Military Command (under the commune government) is also lacking.
“Currently, the arrangement and appointment are based on the existing personnel, without choosing the right expertise and profession. The commune is very worried because the future will be more difficult,” said comrade Giang Trong Binh.
In the same area as the old Dien Bien Dong district, Tia Dinh commune, which was established by merging Tia Dinh and Hang Lia communes, is also lacking in staff and civil servants. Specifically, Tia Dinh commune is still lacking two staff members. Comrade Nguyen Van Tang, Secretary of the Tia Dinh commune Party Committee, said: Without two civil servants, we can take on more work and help each other, but without an accountant, it is very difficult to handle, while the workload is large and requires separate expertise.
In Nam Nen commune - a commune in a particularly difficult situation after merging the two most difficult communes of the old Muong Cha district, Nam Nen and Huoi Mi, there is currently enough staff and civil servants. However, the capacity and qualifications of the staff and civil servants are very worrying.
Chairman of the People's Committee of Nam Nen Commune Dang Anh Tuan said: The total number of cadres, civil servants and public employees of the Party Committee, People's Council and People's Committee of the commune is 60 people. Of which, 21 cadres and civil servants transferred from the district; 39 cadres and civil servants from the two old communes were arranged. However, after the commune decided to appoint and assign work, some comrades were worried that they would not meet the requirements and could not perform their duties, so they asked not to accept the leadership position to become... employees.
Sharing the difficulties with communes that are currently lacking cadres and civil servants or communes that have enough quantity but cadres and civil servants are weak in expertise, comrade Le Xuan Canh, Director of the Department of Agriculture and Environment analyzed: According to the prescribed functions, the Economic Department at the commune level will perform the tasks of four departments and branches; the Cultural Department performs the tasks of five departments; the commune performs the tasks like the old district but with many branches, of course there will be more work.

In fact, most of the leaders of the departments in the new communes are former deputy heads of district-level departments or are core professional staff transferred from other departments... so it is very difficult to require newly assigned staff to immediately respond to requirements.
Acknowledging the reality of a shortage of cadres and civil servants in some communes and the reality of cadres being assigned work still being confused and having difficulty approaching new work, in Report No. 331/BC-UBND dated July 8, 2025, the People's Committee of Dien Bien province pointed out: After the arrangement of administrative units, many civil servants who had been assigned to work at the reception and return of results departments of the old communes were assigned to other positions, while the new team of civil servants assigned to work at the Public Administration Service Center were still confused. The coordination of work and processing of administrative records still need more time for training, fostering professional skills and practical practice.
Regarding the party bloc, comrade Pham Khac Quan, member of the Standing Committee, Head of the Organization Committee of Dien Bien Provincial Party Committee, also admitted that there are still limitations and said: At some Party committees, cadres doing Party work at the new commune-level Party Committee are still confused in determining the model and type of Party organization directly under the commune-level Party Committee; not clearly distinguishing between the type of grassroots Party cells, Party cells directly under the grassroots Party Committee and the type of Party cells directly under the Party Committee of the commune and ward.
Comrade Nguyen Tien Dat, Director of the Department of Home Affairs, added: After being assigned work, some comrades who were leaders of departments at the commune level resigned, so it is necessary to continue screening the quality of cadres after the arrangement.
Urgent training and education
To overcome difficulties caused by lack of personnel and personnel not meeting work requirements, ensuring smooth and effective work at the commune level, at the meeting of the Steering Committee for the arrangement of two-level local governments recently organized by the Dien Bien Provincial Party Committee on the afternoon of July 8, representatives of the leaders of the Department of Home Affairs, the Provincial Party Committee's Organization Board, the Vietnam Fatherland Front Committee of Dien Bien Province and other sectors all said that, along with reviewing and evaluating the quality and capacity of cadres and civil servants, it is necessary to organize training and professional development.
Emphasizing the need to review and evaluate the capacity of cadres and civil servants to divide them into groups for training, comrade Pham Khac Quan, Head of the Provincial Party Committee's Organization Board, requested the Provincial Political School to immediately organize training for cadres and civil servants. Regarding expertise and personal responsibility, comrade Pham Khac Quan is always ready to support comrades in the commune to perform their tasks. He hopes that if cadres in the commune have difficulties, problems or do not understand anything, they will proactively discuss and share.
Sharing the same thoughts and solutions as comrade Pham Khac Quan, comrade Le Xuan Canh, Director of the Department of Agriculture and Environment, suggested: New communes need to proactively review and pay attention to the staffing and human resources for the two specialized departments (economics and culture). To help the commune level in the initial stages of operation, the provincial departments and branches need to strengthen guidance; the Department of Home Affairs in particular needs to consider a plan to be ready to increase staff to support the commune level when necessary.
Acknowledging the efforts of the Party Committees and authorities of 45 communes and wards and the staff and civil servants of the new communes who have initially caught up and carried out the required tasks, comrade Tran Quoc Cuong, member of the Party Central Committee, Secretary of the Dien Bien Provincial Party Committee, also pointed out some difficulties that arose when the new commune-level apparatus officially operated.
Comrade Tran Quoc Cuong assigned the Provincial People's Committee to urgently direct the People's Committees of communes and wards to proactively review and arrange a team of cadres and civil servants in specialized departments and at public administrative service centers with reasonable structure, capacity, and qualifications, ready to immediately perform tasks as required.
Along with that, he assigned the Provincial Political School to organize training courses and specialized training courses in various fields and specialties for the team of cadres, civil servants and public employees at the commune level to meet job requirements; the training and training must be completed before July 20.
Then, based on practical needs, agencies, departments, branches and the Steering Committee for the arrangement of two-level local governments of the province can establish additional commune guidance teams and propose to organize separate training and coaching for each major for cadres and civil servants of each commune group, region... in accordance with the spirit of "guidance where needed" in the "hand-holding" method.
