Correct advice, right mission

In every revolutionary period, the work of the Party Committee's office has always received due attention. The Party Committee's office has two functions: advising and serving. These two functions are intertwined and closely related. Advising is to serve and serving involves advising.

In Dien Bien province, through the terms, under the leadership of the Standing Committee, the Standing Committee of the Party Committee, the Office of the Party Committee at all levels has always done a good job of advising and assisting the Standing Committee and the Standing Committee in organizing and implementing many important issues, such as: Working regulations, the entire term program, the annual work program, the monthly work program associated with the implementation of resolutions of the Party Congress at all levels. Participate in developing, examining, appraising, and giving comments on projects submitted to the Executive Committee and the Standing Committee of the Party Committee; actively urge agencies to strictly implement the regime of periodic and ad hoc reporting; Implement well the work of documenting the conclusions of the Party Committee... Particularly for the Provincial Party Committee Office, from 2021 to the first 6 months of 2023, it has participated in building, coordinating consultation, appraisal, promulgating 20 resolutions, 27 directives, 30 regulations, 21 provisions, 5 action programs, nearly 150 conclusions, hundreds of reports, official dispatches, notices, decisions, instructions... for the Standing Committee, the Standing Committee of the Provincial Party Committee, the Provincial Party Executive Committee to lead and direct the resolution of key and comprehensive issues in many fields.

Along with the advisory task, every year, the Party Committee Office at all levels also does a good job of synthesizing information in all areas. Being proactive in receiving and processing documents and information sent to the Party Committee; advising and coordinating the preparation of monthly, quarterly, thematic reports, ad hoc reports, interim and final reports of directives, resolutions and conclusions as required by the Central and the province. In addition to information from written reports, through conferences and meetings, the Office has proactively followed the situation at the grassroots level, researched reality, collected and exploited information from the opinions of the people or public opinion that are interested in proactively processing, selecting and ensuring objective, honest and accurate information; promptly advising the Party Committee to issue leadership documents, directing the implementation of political tasks...

Innovate to serve better

Not only has the advisory and synthesis functions and tasks been well performed, but other aspects of work such as: Documents, archives, cryptography - information technology, citizen reception, Party financial work, and logistics serving the Party Committee of the Party Committee Office at all levels have also had positive changes in recent years. In particular, in recent years, in order to better meet the requirements of serving the Party Committee, administrative reform, especially administrative procedure reform in the Party, has been of interest to Party Committees and Party organizations at all levels.

This not only limits cumbersome and unreasonable procedures but also contributes to improving the quality, efficiency and leadership methods of the standing committee and the standing committee of the Party Committee. Up to now, 10/10 district-level Party Committee offices have sent non-confidential documents via the Internet, so the implementation of the information synthesis and reporting regime is quick, convenient and timely, the quality is increasingly improved, meeting the leadership and direction requirements of the Party Committee.

To better perform the service and advisory work of Party Committee offices at all levels, in the first quarter of 2023, the Provincial Party Committee Office organized a conference on Party Committee office work with the participation of 10 district, town and city Party Committee offices. Here, delegates focused on analyzing and evaluating the outstanding results achieved, the advantages as well as the shortcomings and difficulties in the process of organizing and implementing tasks. At the same time, they discussed and proposed directions and tasks for the coming time. In particular, it was determined that from now until the end of the 2020 - 2025 term, many important political activities and events will take place, celebrating major holidays of the country and the province. Therefore, the Party Committee offices at all levels determined that they need to make more efforts, continue to promote the tradition of "Absolute loyalty, solidarity, creativity, dedication, thoughtfulness, and adherence to principles", focus on advising and helping the Party Committees to lead, direct, and successfully implement the goals and tasks in all areas, especially the goals and targets that the Resolution of the 14th Provincial Party Congress determined from the beginning of the term.
