Landscape of Ngày village, Văn Phú commune.
Following organizational restructuring and streamlining, Van Phu commune was established by merging the existing area and population of Tam Van and Lam Phu communes (formerly Lang Chanh district). This area is primarily inhabited by the Thai ethnic minority, concentrated in valleys and along rivers and streams. The natural landscape here remains relatively unspoiled, with majestic mountain ranges, picturesque streams and waterfalls, and lush, sprawling terraced rice fields.
Prominent within this landscape "ecosystem" are the villages of Na Dang, Ngay, and Buoc. Not only are there undulating terraced rice paddies irrigated by the Dang stream, but the area also boasts numerous waterfalls and a rich primary forest ecosystem with diverse vegetation. Meanwhile, most of the local people still preserve their traditional stilt house architecture, along with their folk songs, dances, gong and drum music, and many famous local dishes .
Recognizing the potential of community-based tourism in the area, since 2024, Mr. Pham Van Hung, Party branch secretary and head of Ngay village, has boldly pioneered the investment in building homestays to welcome tourists for visits and experiences. Taking advantage of his family's land next to Dang stream, Mr. Hung designed and built landscaped structures and stilt houses according to the architecture of the Thai ethnic group. Along with self-promotion through mass media and social networks, his family's homestay has attracted more and more tourists from within and outside the province.
With additional income, Mr. Hung continued to invest in building an outdoor swimming pool, constructing a waterwheel by the stream, and then building bungalows to serve the increasing demand of tourists. Currently, his family's Suoi Dang homestay has 3 stilt houses for community tourism, 9 bungalows, and a landscaped area for visitors. He said: "From the beginning of the year until now, our facility has welcomed over 7,000 visitors. Of those, about 1,000 stayed overnight. And this number is much higher than the same period in 2025."
According to Mr. Hung, tourists who come to his homestay, in addition to enjoying the ethnic cuisine, also really like to visit and experience the daily life of the local people; visit and take photos of the terraced rice fields, waterfalls and many natural landscapes of Ngay and Buoc villages. This proves that the tourism potential of Van Phu commune is still very great.
In order to make tourism a strength in socio-economic development and improve and increase people's income, since the operation of the two-tiered local government system, the Party Committee of Van Phu commune has focused on leading, directing, and organizing the implementation of comprehensive solutions. First and foremost, it has deployed diverse and rich forms and content of propaganda to raise people's awareness of the role and importance of community tourism development, linked with the preservation and promotion of traditional cultural values. It has also directed village Party branches to establish and form performing arts groups, both to serve major events of the homeland and the country, and to cater to the experiential needs of tourists.
Van Phu commune has been conducting surveys and developing socio-economic development plans, including community tourism development plans, to guide spatial development. Accordingly, the villages of Ngay, Buoc, and Na Dang are being identified as areas for tourism development in the coming years, with investment projects in infrastructure and facilities.
Based on that, the commune is conducting surveys and completing the procedural steps to submit to the competent authority for approval of the investment plan to upgrade the road connecting the three villages: Ngay, Buoc, and Na Dang. At the same time, they are mobilizing the people to contribute labor to build internal agricultural roads, serving both agricultural production and meeting the needs of tourists for sightseeing and experiences.
The commune has encouraged people to grow organic rice in the villages of Ngay and Buoc. Currently, 140 households in these villages are participating in growing over 10 hectares of rice using organic production processes. Simultaneously, they are developing new, high-value, and efficient economic models, creating distinctive and strong products, improving and increasing people's income, and serving the shopping needs of tourists visiting for sightseeing and experiences.
Mr. Le Duc Tien, Secretary of the Party Committee of Van Phu commune, said: "Along with planning work, the commune is actively promoting and attracting businesses to invest in community tourism development in the area. We are mobilizing all resources to invest in infrastructure development, with a focus on transportation infrastructure. At the same time, we encourage households with the means to invest in developing tourism services to meet the needs of tourists visiting and experiencing the area. We are also providing training and skills development for local people to serve tourists... Through this, the commune hopes that community tourism will be a strength in economic development and increase income for the people."
