(PR) - The Department of Transport of Quang Nam has implemented many measures and solutions to innovate management and operation methods to meet social requirements for safe and smooth traffic.

Strengthen management

The road traffic infrastructure system in the province has developed strongly with many large-scale, modern projects put into operation such as Da Nang - Quang Ngai expressway, DT607 route, Vo Chi Cong road, DT609 route, etc. Traffic volume on the routes has increased rapidly, especially for cars.

“The development of road and inland waterway transport (IWT) poses urgent needs for traffic organization, ensuring traffic safety, and creating favorable conditions for vehicles and traffic participants. Strengthening the dissemination of laws on road traffic and IWT; at the same time, resolutely handling violations of road traffic and IWT laws” - Director of the Department of Transport, Mr. Van Anh Tuan shared.

The Department of Transport has recently continued to request driving training and testing facilities to review and improve the quality of driving instructors and driving practice vehicles; strengthen measures to prevent and combat negativity in driving training and testing according to regulations and directives of competent authorities. Strictly implement regulations on publicity and transparency in the process of testing car drivers.

Motor vehicle inspection centers resolutely require drivers and vehicle owners to repair and fix errors discovered in the previous inspection before re-inspection. Thoroughly inform each officer, employee, and inspector of the unit to continue to strictly implement Directive No. 08/CT-TTg dated April 12, 2014 of the Prime Minister on urgent solutions to improve quality and combat negativity in the inspection of transport vehicles.

Assigned to manage and operate 420km of national highways and more than 500km of provincial roads, the Department of Transport has recently implemented many measures and solutions to gradually innovate management and operation methods to meet social demands.

The Department of Transport has advised on the consolidation and establishment of units under the department. The management and advisory capacity of the leadership and management team has been enhanced and improved, and the tasks have been met in the new situation.

Starting from the end of 2020, the Department of Transport continues to identify traffic safety as a breakthrough task, associated with specific solutions and drastic implementation.

Continue to review the current situation, develop traffic organization plans on routes, focusing on routes with high traffic volume such as DT603B, DT607, DT609, DT609B, DT611, authorized national highways... and guide localities to review the traffic infrastructure system under their management to identify points with high risk of traffic safety loss.

Thanks to that, all levels have identified prominent issues causing traffic safety, such as intersections between roads and railways; traffic safety in front of schools along major roads, especially National Highway 1.

In particular, implementing Directive No. 10 dated April 19, 2023 of the Prime Minister on strengthening the work of ensuring road traffic safety and order in the new situation; Directive No. 06 dated March 21, 2023 of the Chairman of the Provincial People's Committee on strengthening the implementation of solutions to ensure road traffic safety and order in the province and the directions of the Ministry of Transport, the Vietnam Road Administration, and the Quang Nam Department of Transport have repeatedly advised the Provincial People's Committee to direct and directly guide relevant units and localities.

Most recently, on June 6, 2023, the Department of Transport issued Official Dispatch No. 1833 to management boards, localities, and related units to strengthen responsibility for traffic organization.

The Department of Transport requests investors of construction investment projects to strictly and fully implement measures to ensure traffic safety and labor safety throughout the construction process; not to put the project into operation or use when the project has not been accepted according to the provisions of the law on construction.

Currently, the Department of Transport is continuing to review the authorized national highways and urban roads. The sector requests the People's Committees of localities to coordinate in providing more relevant information and proposing solutions. Strengthening construction management, handling violations of road and inland waterway safety corridors, especially cases that affect drivers' visibility at intersections,...

The Department of Transport also requires transport businesses to thoroughly educate drivers and service staff on vehicles to comply with road traffic safety laws, absolutely not to drive vehicles after drinking alcohol, beer or using other prohibited substances; stop and park according to regulations; strictly comply with load regulations...

Focus on waterways

According to statistics, Quang Nam province has a total length of 341.82km of inland waterway (4 national inland waterway routes with a total length of 165.2km and 13 local inland waterway routes with a total length of 176.62km). The total number of planned wharves includes 35 cross-river passenger wharves; 113 passenger wharves, general wharves, and specialized wharves.

Excluding cross-river passenger wharves, the total number of inland waterway wharves in operation includes 14 cargo wharves and 8 passenger wharves. The Department is assigned by the Provincial People's Committee to organize the management and maintenance of local inland waterway routes according to the approved list and technical level in accordance with regulations, ensuring traffic safety; develop a plan to renovate and upgrade the technical level of local inland waterway routes to ensure compliance with the planning level.

To ensure traffic safety and order and rectify violations in operations, the Department of Transport has directed traffic inspectors to increase inspections at river crossings, passenger terminals and inland waterway routes, especially those with large passenger traffic; routes frequently visited by tourists in Hoi An...

In combination with disseminating the law on inland waterway traffic, the Department of Transport Inspectorate organized for vehicle owners, station owners, and drivers to sign a commitment to ensure safety in passenger transport activities. In which, the responsibilities of station owners and vehicle owners in complying with the provisions of the law were clearly defined.

In particular, the industry leaders resolutely directed the Department of Transport Inspectorate and the provincial interdisciplinary team to patrol, control, and handle violations at passenger terminals in Hoi An, especially Cua Dai - Cu Lao Cham terminal.

Typically, during the recent April 30 and May 1 holidays, Director of the Department of Transport Van Anh Tuan and his delegation inspected Bach Dang wharf, Cua Dai - Cu Lao Cham wharf, and the passenger transport route around Cu Lao Cham island. Through this, they discovered in the Ong Beach area (Tan Hiep island commune) 4 cases of picking up and dropping off passengers at locations that had not been announced as inland waterway wharfs, and 1 vehicle with expired registration.

Many shortcomings in state management of inland waterway traffic, low compliance awareness of vehicle owners and drivers, potential risks leading to traffic accidents related to the responsibility of localities have been reported by the Department of Transport to the Provincial People's Committee for consideration and direction of correction.

Along with that, the Department of Transport has proposed the Provincial People's Committee to direct districts, towns and cities to continue reviewing all types of water vehicles in the area; propagate and require vehicle owners to carry out registration and inspection procedures.

Strengthening the State management of cross-river passenger wharves and inland waterway vehicles within the scope and authority of the locality according to legal regulations and decentralization of the Provincial People's Committee.

Propose that the Provincial Traffic Safety Committee continue to strengthen the direction and timely implementation of plans and documents of the Provincial People's Committee and the Provincial Traffic Safety Committee on ensuring traffic safety and order on inland waterways.

Coordinate to widely launch the campaign to build the movement "Traffic culture with river peace", "Preventing drowning for children". Establish an interdisciplinary working group at the provincial level to increase patrols, control, and strictly handle violations of traffic safety on inland waterways to limit and prevent unfortunate accidents.
