Ministry of Industry and Trade proposes to keep the current formula for calculating gasoline prices

The Ministry of Industry and Trade has just issued a summary report on the Proposal related to amending Decree 83/2014/ND-CP and Decree 95/2021/ND-CP on petroleum trading.

Accordingly, regarding the formula for calculating gasoline prices, the Ministry of Industry and Trade still proposes to choose the option of keeping the current base price formula but will review some actual costs incurred by enterprises such as regulations on domestic premium, loss, circulation reserve costs and revised regulations on the method and frequency of determining costs to ensure full and timely calculation in the base price such as: regulations on domestic premium, loss, circulation reserve costs; at the same time, amend regulations on the method and frequency of determining costs to ensure full and timely calculation of costs in the base price announced by the State.

According to the Ministry of Industry and Trade, the advantage of this plan is that the implementation resources remain unchanged, continuing to inherit the positive points of the current petroleum management mechanism, ensuring feasibility during implementation.

At the same time, the State continues to manage gasoline prices through the tool of announcing ceiling prices to ensure control of the price level of gasoline products;

Contribute to ensuring the implementation of the inflation control target in each period, control the impact of fluctuations in gasoline prices on goods and services in the group of goods used to calculate the consumer price index, contributing to stabilizing the macro economy .

Regarding the adjustment period, adjusting the period of some elements constituting the base price from 6 months to 3 months (except in cases of unusual fluctuations) will contribute to timely and correct calculation of all costs for businesses, overcoming the shortage of resources due to businesses operating at a loss, so they temporarily stop or sell gasoline in moderation.

The State will also continue to have tools to regulate and stabilize domestic gasoline prices without using the budget.

Of course, according to the Ministry of Industry and Trade, this option also has the disadvantage that when the cost of petroleum business fluctuates abnormally, the final cost in the basic price calculation formula is the average level, so it cannot completely accurately reflect the cost of the business.

Option 2 is to amend the price formula and method of announcing the base price of petroleum products in the direction that the State only announces price components such as world prices, taxes, fees, and stabilization fund provisions... while the decision on specific retail prices is up to the key enterprises.

The Ministry of Industry and Trade said that it had asked for opinions from ministries and branches twice. Of these, 6 ministries (Public Security, Finance, Planning and Investment (MPI), Home Affairs, Information and Communications (MIC), Industry and Trade) supported option 1.

The Ministry also said that 4 ministries (Defense, Transport, Natural Resources and Environment, Culture, Sports and Tourism) chose option 2 and 10 ministries did not have specific opinions on choosing the options.

In this report, the Ministry of Industry and Trade also stated that, in order for prices to be consistent with market developments, the review and announcement period for costs included in gasoline prices will be reduced from the current 6 months to 3 months. Along with that, in order for domestic gasoline prices to closely follow and promptly update fluctuations in world gasoline prices, the price management period will be reduced from 10 days to 7 days and announced regularly every Thursday.

The ministry also said that allowing retail petrol dealers to buy petrol from multiple sources (up to 3 sources) would create competition in terms of discounts. A new proposal would be to eliminate the general petrol dealer model in the current petrol trading system and not add the independent petrol retailer model as proposed by many businesses.

Representatives of some petroleum enterprises said that by shortening the time for price adjustment, management agencies must anticipate that further narrowing the time for price adjustment will not help selling prices follow market developments as expected, but will lead to a situation where agents take goods in small amounts.

Many businesses also support the idea of retail businesses being allowed to import gasoline from three sources, but they also suggest that management agencies need to make the gasoline market healthier and more equitable.
