Strengthening Party leadership
The establishment of commune-level military cells aims to strengthen the Party's leadership over local military and defense tasks and improve the quality of grassroots militia, contributing to meeting the requirements of the task of building an all-people national defense and an all-people national defense posture associated with an increasingly solid people's security posture. From that necessity, on September 20, 2023, the Central Organizing Committee issued Instruction No. 24-HD/BTCTW on the organization and operation of commune, ward and town military cells. On October 9, 2023, the Provincial Party Committee's Organizing Committee issued Instruction No. 08-HD/BTCTU on a number of contents on the organization and operation of commune, ward and town military cells.
Along with Chi Linh City, Hai Duong City has completed the establishment of commune-level military party cells. According to Lieutenant Colonel Truong Minh Nam, Political Commissar of the Hai Duong City Military Command, the establishment of military party cells will greatly contribute to improving the quality of activities and work of the Military Commands of communes and wards. “According to the Central's instructions, the Party member structure of the commune military party cell includes: Party Secretary, Chairman of the Commune People's Committee; Party members in the Military Command, mobile militia units, regular militia and sea militia (if any). This overcomes the situation where Party members are in the Military Command but do not participate in this Party cell and Party members who are not members still participate in the Party cell as before; focusing the leadership of the Party Committee and the government on military work in the locality”, Lieutenant Colonel Truong Minh Nam added.
Along with unifying the organizational structure and party members, the establishment of commune-level military cells also unifies the name because currently in localities there are many different names such as mobile militia cells, permanent militia cells, and commune military cells (for pilot units).
Over 30% of communes have established military cells.
An important point in the establishment of commune-level military cells is the requirement that the Party Secretary of the commune, ward, or town will be the Secretary of the commune-level military cell. This places the commune-level military cell under the direct leadership of the commune-level Party Committee; at the same time, it enhances the role of the commune-level Party Secretary in leading, directing, and implementing local military and defense contents.
Comrade Nguyen Thi Lan Anh, Deputy Head of the Organization Committee of Kinh Mon Town Party Committee, said: “Having the Party Secretary at the commune level as the Secretary of the military cell will contribute to promoting the leadership role of the Party Committee over the entire political system to carry out military and defense tasks. For example, military recruitment requires the participation of sectors and organizations, so having the direct leadership of the local Party Committee will increase responsibility and efficiency.”
According to the Provincial Military Command, to date, 71 out of 235 communes, wards and towns in the province have established military party cells, accounting for 30.2%. The established party cells are developing working regulations, work programs, inspection and supervision programs, assigning tasks to party members of the party cells and maintaining the party cell's living regime.
In order to complete the establishment of commune-level military cells in the first quarter of 2024 on schedule, the Provincial Military Command has requested the district-level Military Commands to proactively coordinate closely with the Organizing Committees of the District Party Committees, Town Party Committees, and City Party Committees to advise the Standing Committees of the district-level Party Committees and directly direct and guide the Party Committees of communes, wards, and towns to thoroughly grasp and seriously implement the instructions of the Central Organizing Committee and the Provincial Party Committee's Organizing Committee on the organization and operation of commune, ward, and town military cells. The district-level Military Commands assign cadres who are Party Committees and commanders of the Military Commands to be directly responsible for guiding, urging, and monitoring the establishment of commune, ward, and town military cells in localities to ensure the process, principles, structure of Party Committees, Secretaries, Deputy Secretaries, and Party members, and to coordinate in guiding and directing activities in accordance with the prescribed functions and tasks.
Enhancing the role of the commune military branch
The establishment of a military cell and the Party Secretary of the commune as the cell Secretary will strengthen the leadership of the Party Committee over local military work.
Previously, the Mobile Militia Party Cell of Toan Thang Commune had 8 party members. After the reorganization and establishment, the Military Party Cell of the Commune had 5 party members because some civil servants and party members who were not members of the Party Committee were transferred to other party cells.
The establishment of the Military Party Cell and the Party Secretary of the Commune as the Party Cell Secretary and the Chairman of the Commune People's Committee as a Party member in the cell will strengthen the leadership of the Party Committee and the government over military work in the locality; at the same time, enhance the role and improve the quality of the cell's activities.
Immediately after its establishment at the end of 2023, the Party cell assigned tasks to Party members to carry out tasks and jobs. Up to now, the military work in the locality has had many positive changes. Thanks to the direct leadership of the Party Committee, the Commune Military Command has proactively implemented solutions to recruit soldiers. Up to now, the unit has completed the recruitment dossier and will certainly achieve and exceed the target assigned by the superiors.

Party cell secretary must be closely involved in the work
Military Party Cell Secretaries need to regularly pay attention, learn, and update new knowledge to be able to promote their role in leading and directing the implementation of military tasks at the grassroots level.
Nguyen Trai Ward (Hai Duong City) is a locality that has piloted the establishment of a Military Party Cell since 2013 and the Ward Party Secretary is the Secretary of the Ward Military Party Cell.
Practice shows that in order to do well in military and national defense work in the locality, the Party Cell Secretary needs to grasp the local situation, together with comrades in the Military Command, advise the Party Committee to come up with correct and accurate solutions, close to the policies, guidelines, leadership of superiors and the local situation.
Military and defense work has many specific and new issues, so the Secretary of the Military Party Cell needs to regularly pay attention, learn, and update new knowledge to be able to promote the role in leadership and direction at the grassroots level. In addition, the organization of regular Party cell activities needs to be disciplined, promote the spirit of self-criticism and criticism, and have measures to improve the fighting spirit of the Party cell and each Party member.

Pay attention to implementing well the work of planning, training and creating sources of party members.
Party committees at all levels need to focus on leadership, direction, regular guidance and inspection to improve the operational efficiency of commune-level military party cells.
Timely consolidate and perfect the military party cells of communes and towns with the right structure and composition, ensuring sufficient quantity and quality. Military party cells need to promote their advisory role to help the Party Committees and authorities at the same level issue directives, resolutions, and plans to lead and direct local defense and military work. Strengthen training and practice to improve the quality of the team of Party cell Secretaries, Deputy Party cell Secretaries, and Party cell members with steadfast political will, comprehensive qualities and capacities, especially the skills to concretize and effectively organize the implementation of policies, resolutions, and directives of superiors on defense and military work.
Pay attention to well implementing the work of planning, training and creating sources of party members. Be proactive in developing new party members, especially party members with military knowledge and good political awareness to increase the quantity and quality of party members, contributing to improving the quality of party cell activities, meeting the requirements and tasks in the new situation. Build a clean and strong military party cell associated with building a strong and comprehensive "Exemplary and typical" commune and town military command.
