Continuing the program of the 10th session of the 15th National Assembly, on the morning of October 21, the National Assembly discussed in groups the socio-economic situation, the state budget and the results of implementing resolutions. Delegates assessed that despite many difficulties, our country's economy still achieved positive results, with growth in 2025 of about 8%, and 6.3% for the entire term.

According to many delegates, in the 2021-2026 term, if there is no negative impact of the Covid-19 pandemic, GDP growth for the entire term could reach 7%. In the context of many world instabilities, the country is greatly affected by natural disasters and floods, our country's economic growth is a great and precious success.

Regarding the macro economy, inflation has been controlled at 4% for 10 years. The socio-economic picture in 2025 as well as the 2021-2025 period has been clearly reported by the Government . However, according to some delegates, the overall growth quality is not good, the economic structure is not stable, and it still depends on foreign-invested enterprises. This can affect people's lives and domestic consumption. Management policies also need to pay attention to people and businesses.

One of the issues that delegates expressed their concerns about was the organization of the apparatus after the merger of provinces and the organization of the 2-level local government model. The delegates pointed out the current situation after the arrangement and organization of the apparatus according to the 2-level local government model, at the provincial level there is a surplus of cadres and civil servants, while at the grassroots level there is a serious shortage of specialized staff. Also in this morning's working session, the National Assembly discussed and gave opinions on the Report of the Government, the Supreme People's Court, and the Supreme People's Procuracy on the implementation of the Constitution, laws, resolutions of the National Assembly, ordinances, and resolutions of the National Assembly Standing Committee in 2025.
