[Video] Delegates discuss several draft laws on the education sector

On the afternoon of October 22, the National Assembly discussed in groups to give opinions on three draft laws: the Law amending and supplementing a number of articles of the Law on Education; the draft Law on Higher Education (amended) and the draft Law on Vocational Education (amended).

Commenting on the draft Law amending and supplementing a number of articles of the Law on Education, some delegates said that the regulation of educational contents in the health sector assigned to the Ministry of Education and Training for management is not appropriate. Medicine is a special industry related to the care and protection of people's health, it is a practical science, so the education of medical students must be associated with clinical practice.

Delegates proposed to maintain the medical education system under the management of the Ministry of Health , to suit the requirements of specialized training.

Commenting on the issue of university autonomy, some delegates proposed reviewing, supplementing and clarifying the relationship, rights and responsibilities between the State and educational institutions, depending on the level, to have decentralization, grant more autonomy and link with accountability.

Also at the discussion session this afternoon, some delegates agreed to implement a single set of textbooks starting from the next school year. However, there were also opinions suggesting to keep the current set of textbooks to avoid monopoly, but suggested that the Ministry of Education and Training take management measures to avoid waste and neglect.
