[Video] Opening of the 18th Hanoi Party Congress

On the morning of October 16, the 18th Congress of the Hanoi Party Committee for the 2025-2030 term solemnly opened at the National Convention Center. General Secretary To Lam attended and delivered a speech directing the Congress.

Attending the Congress were comrades: former General Secretary Nong Duc Manh; President Luong Cuong; former Presidents Nguyen Minh Triet and Truong Tan Sang; Prime Minister Pham Minh Chinh, former Prime Minister Nguyen Tan Dung; National Assembly Chairman Tran Thanh Man; former National Assembly Chairman Nguyen Sinh Hung and Nguyen Van An; Comrade Tran Cam Tu, Politburo member, Standing member of the Secretariat, along with leaders and former leaders of the Party, State, Central Committees, Ministries and branches.

The congress was attended by revolutionary veterans, Vietnamese Heroic Mothers, People's Armed Forces Heroes, Labor Heroes and 550 outstanding delegates, representing nearly 500,000 Party members of the Capital.
With the motto "Solidarity - Democracy - Discipline - Breakthrough - Development", seizing opportunities, overcoming challenges, determined to build a "Cultured - Civilized - Modern" Capital, the 18th Hanoi Party Congress has the following tasks: Summarizing the implementation of the Resolution of the City Party Congress for the 2020-2025 term, determining the directions, goals, tasks and solutions for the 2025-2030 term; discussing and contributing opinions to the draft documents of the 14th Party Congress; electing the 18th City Party Executive Committee for the 2025-2030 term; electing the City Party Delegation to attend the 14th Party Congress.

Speaking at the opening of the Congress, Secretary of the Hanoi Party Committee Bui Thi Minh Hoai affirmed that during the past term, the Party Committee, government, army and people of the capital have united, innovated, overcome all difficulties and challenges, and strived to successfully implement the Resolution of the 17th City Party Congress.

In particular, it has set an example in arranging and streamlining the organizational apparatus, ensuring that two-level local governments operate smoothly, better serving people and businesses.
The Capital's economy continues to affirm its leading position and driving force for the development of the Capital Region, the Northern Key Economic Region and the whole country. Social security is guaranteed; the material and spiritual life of the people is improved and enhanced; national defense and security are strengthened, social order and safety are maintained; key targets and national and international events taking place in the area are absolutely protected.

Speaking at the Congress, General Secretary To Lam emphasized: Hanoi needs to create a completely new governance model with the capacity to coordinate, lead and effectively resolve the urgent issues of the capital.
The General Secretary requested Hanoi to promote its thousand-year tradition of civilization, solidarity, creativity, and innovation in growth model, towards a modern, civilized, and livable city.

General Secretary To Lam suggested seven key tasks: building a clean and strong Party organization; maintaining its position as a political, administrative, cultural, scientific and technological center; developing a green, smart, and unique urban area; planning, managing and effectively exploiting resources; building elegant and civilized Hanoi people; ensuring social security; maintaining national defense and security, expanding foreign relations, and integrating internationally.

The General Secretary affirmed: Hanoi does what it says – does it quickly, does it correctly, does it effectively, does it to the end, worthy of being the heart of the whole country, the pride of the Vietnamese people.
