Implementation will determine the success of Resolution 68.

(Dan Tri) - Experts affirm that Resolution 68 is a new milestone in thinking, affirming the position of the private economy, improving institutions, and removing barriers to help businesses make breakthroughs.

Sharing at the seminar "Resolution 68: Driving force for Vietnam's private economic development", Mr. Phan Duc Hieu - National Assembly Delegate of the 15th tenure, Economic and Financial Committee - emphasized that the issuance of Resolution 68 is of special importance in the current context.

"The messages in the Resolution are a strong driving force to remove obstacles for the private economy, very clear and strong, going straight to the problems of the private economic sector, solving long-standing obstacles," said Mr. Hieu.

According to him, the core spirit of Resolution 68 is not simply to remove barriers in the business environment, but more importantly to create fundamental changes in legislative thinking and law enforcement.

The highlight of Resolution 68 is the commitment not to criminalize economic relations and not to retroactively apply legal regulations that are disadvantageous to businesses.

"These are positive signals, building trust for the business community, helping to confidently expand investment, improve competitiveness and develop sustainably in the long term," he said.

According to Mr. Hieu, Resolution 68 has been issued, however, how it is implemented will determine its success. "If the Resolution is well implemented, it will create the third breakthrough in the history of private economic development. Resolution 68 will only truly create change when it is transformed into specific actions in each enterprise," he emphasized.

However, he also said that for Resolution 68 to be truly effective, there needs to be support and initiative from businesses. Private businesses need to actively participate in the process of policy development and review, while constantly improving their governance, operational and legal compliance capacity.

Mr. Truong Viet Dung, Vice Chairman of Hanoi People's Committee, emphasized that Hanoi is committed to accompanying the business community, considering the development of businesses as the development of the capital.

Mr. Dung said that Hanoi currently has more than 360,000 operating enterprises, the private sector in Hanoi contributes over 40% of GRDP, creating millions of jobs and an important source of budget revenue.

“Never before has confidence in the private economy been as strong as it is now. With the determination to reform, innovate and the aspiration to rise of each enterprise and entrepreneur, I believe that Hanoi’s private economic sector will make a spectacular breakthrough, worthy of being an important driving force,” the Vice Chairman of the Hanoi People’s Committee emphasized.

Ms. Trinh Thi Ngan - Head of the Advisory Board of the Hanoi Association of Small and Medium Enterprises - also affirmed: "Resolution 68 creates great motivation for private enterprises. It is important that specific mechanisms and policies must be quickly institutionalized and put into practice, creating an equal and transparent business environment for enterprises to break through and contribute more to the country."

Sharing with Dan Tri reporters on the sidelines of the event, Prof. Dr. Ta Ngoc Tan, Permanent Vice Chairman of the Central Theoretical Council, emphasized that the private economy is a breakthrough lever, a key factor in the journey of industrialization and modernization of the country.

According to Mr. Tan, Resolution 68 sets ambitious goals, demonstrating the determination of the Party and State in making the private economy an important driving force of the economy, contributing to Vietnam's rapid, strong and sustainable development.

The expert emphasized that the change in thinking and new awareness in the Party's leadership and direction of the private economy is revolutionary. Along with that is a series of strategic, synchronous, and specific solutions.

"The rest depends on the efforts and determination of the Vietnamese private business community, along with the maximum support and companionship from ministries, branches and localities... so that Resolution 68 can quickly and effectively come into life, towards the goal of Vietnam becoming a developed, high-income country by 2045," Mr. Tan affirmed.
