Mr. Nguyen Thanh Tuyen, Deputy Director of the Department of Information Technology and Communications Industry (Ministry of Information and Communications) said that semiconductor cooperation is a highlight in the framework of the comprehensive strategic partnership between Vietnam and the US. Accordingly, from August 17, 2023 to August 21, 2023, during the trip accompanying Prime Minister Pham Minh Chinh to the US, Minister of Information and Communications Nguyen Manh Hung and a number of domestic technology corporations worked and signed memorandums of understanding on cooperation with a number of leading US technology corporations in the semiconductor field such as Synopsys, Marvell, Qualcomm, etc. to promote cooperation in developing the Vietnamese semiconductor industry. These are all the world's leading technology corporations in the semiconductor field, holding particularly important and key positions in the global semiconductor chain.
The cooperation focuses on issues such as supporting the construction and establishment of semiconductor research facilities, helping to promote the rapid and sustainable development of the semiconductor industry in Vietnam; consulting on the development of a training program for key chip design teams in Vietnam and supporting the training of the startup community in the field of chip design. Marvel and Qualcomm companies plan to increase the number of employees, build scholarship programs for students, organize intensive training courses, and promote the innovation ecosystem in Vietnam. On that basis, to take advantage of these cooperation plans, it is expected that the semiconductor microchip industry development strategy will require investment from the Government and have preferential policies and solutions to support, attract investment from leading technology corporations and promote the results of cooperation activities.
Sharing about human resources for the development of the semiconductor industry , the Department of Information Technology and Communications Industry said that Vietnam has a large system of universities and vocational schools that provide IT training: 168 universities and 520 colleges and intermediate schools that provide IT and telecommunications training. Each year, these schools enroll about 76,000 IT and telecommunications students. This is the engineering industry with the largest number of enrollment quotas in the country.
“Vietnam’s high-quality semiconductor human resources are mainly concentrated in the field of chip design. Currently, Vietnam has gradually formed a chip design business community, with more than 30 businesses and more than 5,000 design engineers, which is considered one of the largest communities in the region,” said Mr. Nguyen Thanh Tuyen.
Currently, Vietnamese enterprises participating in this field include Viettel and FPT Semiconductor with about 200 employees. The remaining 50 foreign companies from Japan, the US, China, and South Korea have invested in Vietnam with an estimated workforce of more than 5,000 engineers, who can undertake most of the work in the design stage. Of which, the largest concentration of human resources is in Ho Chi Minh City (85%), followed by Hanoi (8%) and Da Nang (7%).
Mr. Nguyen Thanh Tuyen said that in the coming period, the semiconductor strategy will propose solutions to improve the quantity and quality of human resources and promote Vietnam's potential in this field.
