Every year, WIPO publishes the Global Innovation Index (GII). This is a prestigious toolkit for assessing national innovation capacity in the world, reflecting the socio -economic development model based on science, technology and innovation of countries. Through this, countries can see the overall picture as well as their strengths and weaknesses.
According to a WIPO survey in 2024, 77% of member states used GII in the process of developing science, technology and innovation strategies and policies, an increase of more than 20% compared to 2022.
In Vietnam, the Government has recently assigned the Ministry of Science and Technology to be the focal point for monitoring and coordinating the GII; at the same time, it has assigned ministries, sectors and localities to share the responsibility for improving this index. Thanks to that, Vietnam's GII ranking has continuously improved, from 59th (2016) to 44th (2024) and maintained this ranking in 2025.
According to the GII 2025 Report, Vietnam is ranked 44/139 countries and economies, maintaining its ranking in 2024.
Vietnam continues to improve its innovation input ranking, up 3 places compared to 2023, from 53rd to 50th (innovation input includes 5 pillars: Institutions, Human resources and research, Infrastructure, Market development level, Enterprise development level).
Innovation output still has a better ranking than Innovation input, although the ranking decreased by 1 place compared to 2024, from 36th to 37th (innovation output includes 2 pillars: Knowledge and technology products, Creative products).
Vietnam maintained its second position in the group of lower-middle-income countries. The lower-middle-income country above Vietnam is India, ranked 38th.
In addition, there are 3 countries with high average incomes ranked above Vietnam: China ranked 10th, Malaysia ranked 34th, Türkiye ranked 43rd, the rest of the countries ranked above Vietnam are all countries with developed industries, in the high-income group, with a high ratio of spending on research and development/GDP. In the ASEAN region, Vietnam surpassed Thailand, ranking 3rd after Singapore and Malaysia.
The GII 2025 report also noted that Vietnam is one of the nine middle-income countries that have improved their rankings the fastest since 2013 (including China, India, Vietnam, the Philippines, Indonesia, Iran, Morocco, Albania and Turkey). Vietnam is also one of two countries that have outperformed their development level for 15 consecutive years (including India and Vietnam).
For 15 consecutive years, Vietnam has consistently had higher innovation outcomes than its development level, demonstrating its efficiency in converting input resources into innovative outputs. Vietnam is one of three countries (China, Vietnam, Ethiopia) with the fastest labor productivity growth rate in the 2014-2024 period.
The progress that Vietnam has made in the GII 2025 Report confirms that the Party and Government’s development orientation based on science, technology and innovation is correct. Maintaining the ranking along with being superior to the development level shows that Vietnam is effectively utilizing input resources to create innovative results.
However, to make a breakthrough, Vietnam needs to continue focusing on improving fundamental pillars such as institutions, education and training, digital infrastructure, venture capital, while enhancing research capacity, scientific publication and competitiveness in creative industries.
The Party's policies in the Politburo's Resolutions, especially Resolution 57, and the implementation of the Resolution, along with positive and strong changes from the end of 2024 onwards, are expected to be reflected in the following years.
In the context of increasingly fierce global competition, maintaining and improving its position on the innovation map will be an important driving force for Vietnam to achieve its goal of becoming a developed, high-income country by 2045.
